Finnish experts serving in operations

Decisions to take part in civilian crisis management are based on Finland's foreign and security policy and justice and home affairs objectives, national capabilities, and the needs in crisis areas. Our focus is on EU missions. We also participate in UN and OSCE operations and in NATO's crisis management tasks that are defined as civilian.

In recent years, most Finnish experts have been seconded to Afghanistan, Kosovo and Georgia. The current focus is on Ukraine. Finland is also strongly involved in UN police missions in Africa.

Finland emphasises expertise in law enforcement, the rule of law, border management, human rights and equality. The majority of Finnish experts in civilian crisis management missions come from offices and agencies under the Ministry of the Interior.

With an increasingly challenging civilian crisis management environment and a rapidly changing political situation across the world, Finland will also have to be able to send experts to civilian crisis management operations at short notice in future.
