The new Act on the Marketing and Use of Explosives Precursors will place further restrictions on consumer access to certain explosives precursors. The Government submitted the bill for approval on Thursday 14 January. The President of the Republic is to approve the bill on 15 January.

According to the government proposal, the wellbeing services counties and the City of Helsinki would be responsible for organising rescue services in their respective areas starting at the beginning of 2023. Contract fire brigades could be used to provide these services as at present. The role of central government guidance and direction in rescue services would be strengthened.

The European Commission issued a comprehensive communication on the reform of migration and asylum policy on 23 September. The communication was accompanied by five legislative proposals. Government has decided on changes to the draft bill on organisation of rescue services based on comments received

The Ministerial Working Group on Health and Social Services has reviewed the comments received during the consultation round, organised from 15 June to 25 September, on the health and social services reform and outlined policies and made changes to the draft government proposal. The draft bill will be submitted to the Finnish Council of Regulatory Impact Analysis (FCRIA) on 14 October 2020. The Government proposal is due to be submitted to Parliament in early December 2020.

At the request of the Ministry of the Interior, the National Police Board asked the Helsinki Police Department for a report concerning police actions during the demonstration on 3 October. The National Police Board has now submitted the report and its own statement to the Ministry of the Interior.
EU home affairs ministers discuss the reform of migration and asylum policy at their informal meeting

On 8 October, Minister of the Interior Maria Ohisalo will attend an informal meeting of the EU home affairs ministers via video conference. The main theme of the meeting will be the reform of the EU migration and asylum policy. The ministers will now have their first discussion about the reform and the way forward. UK citizens can apply for the right of residence under the withdrawal agreement from 1 October; application fee EUR 48

As a result of the UK’s withdrawal from the EU, UK citizens living in Finland will have to apply to exchange their previous registration based on the right of residence in the EU for the right of residence under the withdrawal agreement. The Finnish Immigration Service will charge EUR 48 for the processing of the application. The permanent right of residence in the EU may be exchanged for a permanent right of residence under the withdrawal agreement free of charge.
Finland sends material assistance to Greece due to fire at Moria camp

The Ministry of the Interior has decided to send material assistance to Greece through the European Union Civil Protection Mechanism due to the fire at the Moria refugee camp. Greece has requested international assistance from the EU Civil Protection Mechanism, where Finland is a member.
Finland to receive 11 underage asylum seekers from Greece’s Moria camp destroyed by fire

Finland has decided to assist Greece by receiving 11 unaccompanied minor asylum seekers from the Moria camp destroyed by fire. In the spring, the Government decided to receive 175 particularly vulnerable asylum seekers from the Mediterranean region. The reception of 11 underage asylum seekers is part of the implementation of this decision.
