4.7.2024 | New legislative amendments will prevent the evasion of provisions on entry more effectively than before. In its session on 4 July, the Government proposed that the President of the Republic approve the amendments to the Aliens Act and the Researchers and Students Act. The President of the Republic is scheduled to approve the amendments on 5 July, and they will enter into force on 1 September 2024.

The amendments would prohibit asylum applicants from switching to a work-based or education-based application procedure in order to apply for a residence permit. The amendments would also tighten the identity verification procedure. The Government submitted the proposal to Parliament on 18 April. The proposed acts would enter into force on 1 July 2024.

The supplementary legislation amends the national legislation as required by the relevant European Parliament and Council regulations. 

12.11.2020 | The European Commission issued a comprehensive communication on the reform of migration and asylum policy on 23 September. The communication was accompanied by five legislative proposals. The Government expressed its position on the Commission's proposals in its communications submitted to Parliament on 12 November.

Economic growth driven by the private sector will also serve to secure the financing base for central government finances. The fast-acting measures to curb indebtedness that were decided on due to the difficult situation in central government finances will move forward.

Shelter equipment is in most need of repair. Based on the report, the Ministry of the Interior has drawn up four recommendations for improving the network of civil defence shelters.

22.12.2021 | The Lotteries Act that regulates gambling will be amended. The focus of the reform is on preventing harm caused by gambling, combating marketing that violates the Lotteries Act, and directing the demand for gambling towards activities that are covered by the Lotteries Act. The President of the Republic approved the bill on 22 December 2021. The amendments will enter into force on 1 January 2022.

28.10.2021 | The European Commission issued a proposal for amending the Directive on access to financial information on 20 July. The amendment would allow the competent authorities of the EU Member States to access centralised bank account registries. The Government expressed its position on the proposal in its communications submitted to Parliament on 28 October.

13.10.2022 | EU home affairs ministers will convene in Luxembourg on 14 October. The ministers will continue the discussion on Russia’s war of aggression against Ukraine. The focus will be on the refugee situation in the EU and the effects of the war on the Union's internal security. The ministers will also discuss the EU’s migration and asylum policy reform. Minister of the Interior Krista Mikkonen will represent Finland at the meeting.

7.10.2021 | The Government proposes that the reception act be amended so that the Finnish Immigration Service would have central responsibility for preparedness planning concerning the organisation of reception services in the event of a mass influx of migrants. The amendment would improve preparedness for large numbers of migrants and clarify the division of duties between the authorities. 23.6.2021 | On 23 June, the Ministry of the Interior sent out for comments draft legislative amendments that would support preparedness for a possible mass influx of migrants. The need for change has been identified in the development work that the authorities have been carrying out since 2015.

30.12.2020 | The European Border and Coast Guard Agency Frontex will have a new operational standing corps starting on 1 January 2021. The standing corps will support the EU Member States in managing the Union’s external borders and the return of third-country nationals. The President of the Republic approved the amendments on 30 December. The new amendments will enter into force on 1 January 2021.

2.6.2020 | The Government negotiated the fourth supplementary budget proposal for 2020 on Tuesday 2 June. In the supplementary budget proposal, appropriation increases of EUR 10 and 5 million are proposed for the police and the Border Guard to ensure their operational capacity.

7.2.2020 | The Ministry of the Interior has set up a project to prepare the national legislative amendments required by the regulation on the European Border and Coast Guard. The regulation entered into force in December 2019.

30.11.2018 | The Ministry of the Interior began a survey concerning the asylum procedure on 30 November. The project will begin with a tendering process to select a party to carry out the survey. The purpose of the independent survey is to identify development needs concerning the asylum procedure, examine the cooperation between different authorities and assess the practices of the administrative courts for dealing with asylum-related issues.

13.10.2020 | The Ministerial Working Group on Health and Social Services has reviewed the opinions submitted in the round of comments held from 15 June to 25 September 2020 on its draft government proposal. As a result, the Government has made a number of policy adjustments and amendments to the draft. A total of 804 comments were received. The draft proposal will be submitted to the Finnish Council of Regulatory Impact Analysis on 14 October 2020 and presented to Parliament in early December 2020.

Målet är att fastställa hur informationssystemet kunde utnyttjas vid återsändandet av tredjelandsmedborgare som vistas olagligt inom EU.
