The agenda includes the continuation of temporary protection for refugees from Ukraine, the EU Internal Security Strategy as well as the return of persons staying illegally in the EU. 13.11.2025 | On 16 July, the European Commission put forward a proposal for a reform of the EU Civil Protection Mechanism. The reform is one of the key measures to implement the EU Preparedness Union Strategy. 27.2.2025 | The process of granting temporary protection will become easier both for the beneficiaries and the authorities. At its session on 27 February, the Government proposed amendments to the Aliens Act and the entry-into-force provision of the Act on Temporarily Amending the Aliens Act. 5.12.2024 | The Government proposes amendments to the legislation on temporary protection. The aim is to streamline the granting of temporary protection from the perspective of both the beneficiaries and the authorities. The amendments concern people who have fled the war in Ukraine but also other possible situations of temporary protection in the future. 16.10.2024 | The Ministry of the Interior has sent out for comments a draft government proposal on temporary protection. As the crisis in Ukraine drags on, there is a need to reform the legislation on temporary protection. 10.10.2024 | The EU home affairs ministers will gather in Luxembourg on 10 October for a meeting of the Justice and Home Affairs Council. 17.3.2025 | Finland will host Rescue Borealis 2025, a Nordic exercise focusing on the Euro-Arctic cross-border cooperation involving rescue services in Finland, Sweden and Norway. 25.6.2024 | Temporary protection for Ukrainians displaced by war will be extended until 4 March 2026, according to a decision taken by the EU General Affairs Council on 25 June 2024. The meeting took place in new circumstances, with all of the Nordic countries now members of NATO. 23.10.2023 | Finland and the EU have continued their active support for the Ukrainian authorities to mitigate the effects of the Russian attacks. The Ministry of the Interior coordinates the assistance that Finland sends to Ukraine through the European Union Civil Protection Mechanism together with the European Emergency Response Coordination Centre ERCC. 28.9.2023 | At their meeting on 28 September, EU home affairs ministers decided to continue the temporary protection for people fleeing Ukraine in the EU. Based on an earlier decision, the EU Member States were obliged to provide temporary protection to refugees from Ukraine until 4 March 2024.
