Accident prevention is a joint effort

4.4.2019 | During the 2010s, there has been a significant increase in the numbers of people involved in jihadist activity in Finland. However, most of this activity is still quite small in scale, and it is mainly concerned with providing support in the form of recruitment and financing. Jihadist communication online has also increased during the present decade. The University of Helsinki has conducted two studies on these topics, commissioned by the Ministry of the Interior.

Supporting economic growth and continuing responsible fiscal management is necessary to ensure the security of people in Finland and safeguard their access to important services going forward.

7.12.2022 | On Wednesday 7 December, Finland sent buses to Ukraine to be used to transport children and young people to school. This donation is part of the European Commission’s solidarity campaign. Russia’s war of aggression has affected an estimated 5.7 million schoolchildren in Ukraine with many schools having been destroyed in bombing.

15.7.2021 | In future, the rescue authorities may order, for example, owners of large shopping centres or hospitals to acquire and maintain equipment which ensures the operability of broadband services for public authority communications. The President of the Republic approved the legislative amendment on 15 July. The amendment will enter into force on 1 August 2021.

19.5.2022 | This spring, people’s attitudes in Finland towards immigration, international assistance and EU cooperation have become more positive. The use of media has also increased significantly. At the moment, there appears to be a greater spirit of community among people, people seek more information and they appear to trust the authorities more than last year.

3.12.2020 | The Ministry of the Interior and the Ministry of Economic Affairs and Employment have commissioned a study on how a community sponsorship model could complement the authorities' efforts in the reception of quota refugees. The study will be conducted by the Kokkola University Consortium Chydenius, which operates under the auspices of the University of Jyväskylä. The purpose is to assess the legal and practical feasibility of the model in Finland.

20.5.2021 | The report ordered by the Ministry of the Interior and the Ministry of Economic Affairs and Employment assesses whether Finland could use the so-called community sponsorship integration model when accepting refugees. According to the reports, the model could make the integration of refugees in Finland faster and support the integration work led by the state and municipalities.

17.10.2025 | The Rescue Borealis exercise, conducted in Finland between August and October 2025, brought together around 700 professionals from healthcare, rescue services and other security authorities from Finland, Sweden, Norway and Germany. This multi-agency exercise, which was mainly funded by the European Commission and focused on chemical, biological, radiological and nuclear threats (CBRN), was reportedly the largest of its kind in Europe in recent years.

The budget proposal responds to the effects of Russia’s war of aggression and inflation, improves safety and security, security of supply, and energy self-sufficiency, and provides further investment in research and development and in the green transition.

25.3.2020 | On 25 March 2020, the Government decided to restrict traffic between the Region of Uusimaa and other regions as of 27 March. The restrictions will be in force until 19 April 2020. The purpose of the new restrictions is to prevent coronavirus infections and to slow the spread of the epidemic from Uusimaa to other parts of Finland. On 25 March, the Government submitted to Parliament a decree concerning the use of powers under the Emergency Powers Act relating to the restrictions on movement.

31.8.2017 | On 31 August 2017, the Government appointed General Staff Officer Jukka Savolainen as Director of the Community of Interest focusing on vulnerabilities and resilience at the European Centre of Excellence for Countering Hybrid Threats. The appointment is for the period between 1 October 2017 and 31 August 2022.

14.4.2026 | The Ministry of the Interior has sent out for comments a draft government proposal to update civilian intelligence legislation in response to the changed security environment.  The proposal would introduce new powers, including measures to prepare for state-sponsored threats, and clarifying amendments arising from practical needs identified in intelligence activities. Changes are also proposed to the non-disclosure periods for documents. The deadline for submitting comments is in late May.

4.12.2025 | The Ministry of the Interior has sent out for comments a government proposal for an act on the automated search and exchange of data for police cooperation and for amending the Act on the Processing of Personal Data by the Police. The proposal introduces amendments to national legislation required by the EU Regulation on the automated search and exchange of data for police cooperation (the Prüm II Regulation). The deadline for submitting comments is Monday 19 January 2026.

20.11.2025 | On 16 July, the European Commission presented a proposal for a new Multiannual Financial Framework for 2028–2034. The proposal would significantly increase EU funding for home affairs. The Government informed Parliament of the proposal by submitting a Union communication on 20 November.

12.6.2025 | On 16 April, the European Commission submitted a proposal to establish a list of safe countries of origin for asylum seekers. The aim is to facilitate a swift examination of asylum applications that are likely to be unfounded: if the applicant comes from a safe country of origin, the examination of their application would be accelerated. The Government informed Parliament of the proposal by submitting a Union communication on 12 June.

18.6.2025 | On 20 May, the European Commission submitted a proposal to amend the rules concerning safe third countries. The aim is to make it possible for persons seeking asylum in the EU to go through the asylum process and receive international protection in safe countries outside the EU, the EEA and the Schengen area more often than at present. The Government informed Parliament of the proposal by submitting a Union communication on 18 June.

17.9.2025 | Finland and Norway held a preparedness exercise on 15–16 September to prepare for serious accidents, crises and emergencies. The exercise entailed Finland sending medicinal products and medical supplies to Norway in a fictitious crisis scenario. The exercise was related to the EU’s shared emergency stockpiles, known as rescEU stockpiles, some of which are located in Finland.

5.3.2025 | The EU home affairs ministers will gather in Brussels on 5 March for a meeting of the Justice and Home Affairs Council. The topics on the agenda include the state of the critical submarine infrastructure, the management of migration and the fight against drug trafficking and organised crime. 30.1.2025 | The Finnish Government submitted to Parliament a Union communication on a cooperation agreement between the European Union and the International Criminal Police Organisation (Interpol). The negotiations for the agreement are expected to conclude by the end of this year.

15.5.2025 | In March, the European Commission submitted a proposal for a new return regulation that aims to improve the effectiveness of the return of persons staying illegally in the EU and to prevent unauthorised movements within the Schengen area. The regulation would replace the current Return Directive. The Government informed Parliament of the Commission's proposal by submitting a Union communication on 15 May.

6.5.2024 | The European Union will begin providing secure satellite connections to its Member States at the end of this year. The plan is to offer Members States high-speed broadband connectivity in areas where no terrestrial connections are available. In April, the Ministry of the Interior launched a preliminary study on the adoption of secure satellite connections.

The Commission has drafted a proposal for a regulation that would allow for a progressive start of the system that has been in preparation for a long time.
