28.10.2025 | The interior ministers of Finland, Norway, Estonia, Lithuania, Latvia, Poland, Germany, Sweden and Denmark will meet in Gdánsk, Poland, on 28 October. The ministers will discuss countering hybrid threats posed by Russia and Belarus, and evacuation practices in the countries in the Baltic Sea region. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen.

12.4.2022 | The Border Guard’s preparedness and capacity to respond to incidents under normal conditions will be improved by reviewing the legislation on the powers of the Border Guard. The Ministry of the Interior has set up a project to assess the need to amend border guard legislation. 19.5.2022 | Border security will be strengthened by improving the ability of the Finnish Border Guard to prepare for and respond to incidents under normal conditions. The Ministry of the Interior has sent a draft government proposal on amending the Border Guard Act out for comments. The aim is to make the necessary amendments to the Border Guard Act to help prepare for hybrid influence activities that exploit migration, for example.

9.6.2022 | Border security will be strengthened by improving the ability of the Finnish Border Guard to prepare for and respond to incidents under normal conditions. The proposed amendments will also improve the Border Guard’s preparedness for emergency conditions. The Border Guard Act will be amended to help prepare for hybrid influence activities that exploit migration, for example. The Government submitted the proposal for amending the Board Guard Act to Parliament on 9 June.

24.11.2021 | The Ministry of the Interior has set up a project to assess the possible needs for legislative amendments to prepare for hybrid influencing that exploits migration. The project will assess the means of the current legislation that can be used to prepare for and respond to such hybrid influencing, as well as possible needs to amend the legislation in the administrative branch of the Ministry of the Interior. 

10.1.2019 | The Government will strengthen the powers of the Finnish Border Guard to quickly and effectively intervene in hybrid threats. Better preparedness for hybrid threats will improve the Border Guard's crisis resilience and capacity to manage large-scale incidents. The Government submitted the amendments to the Border Guard Act, the Aliens Act and certain related acts for approval on 10 January. The President of the Republic is to approve the amendments on 11 January.

14.10.2025 | The EU home affairs ministers will gather in Luxembourg on 14 October. The topics on their agenda include the development of the European Border and Coast Guard Agency Frontex and the reform of the EU Civil Protection Mechanism. 20.11.2025 | On 16 July, the European Commission presented a proposal for a new Multiannual Financial Framework for 2028–2034. The proposal would significantly increase EU funding for home affairs. The Government informed Parliament of the proposal by submitting a Union communication on 20 November.

11.9.2025 | On 11 September, the Government submitted its Report on Internal Security to Parliament. According to the report, the international security situation is having an increasingly significant effect on Finland’s internal security. This change puts a strong emphasis on the preparedness of security authorities.

20.2.2025 | The Czech Republic's Minister of the Interior Vít Rakušan will visit Finland between 19 and 21 February. Minister Rakušan will meet Finland's Minister of the Interior Mari Rantanen and travel with her to Vaalimaa border crossing point, where the ministers will be hosted by the Southeast Finland Border Guard District. The topics on their agenda will include discussions on Finland's action to combat the instrumentalisation of migrants. 

28.11.2024 | Government ministers and their deputies responsible for civil preparedness and provision in the Nordic countries met in Oslo on 28 November. The meeting took place in new circumstances, with all of the Nordic countries now members of NATO. Finland was represented at the meeting by Interior Minister Mari Rantanen.

24.4.2025 | In its spending limits discussion, the Government agreed on strengthening the resources of the police, the Finnish Border Guard, the Finnish Security and Intelligence Service and civil defence in order to prepare for wide-ranging threats. The capabilities of the internal security authorities are an essential part of Finland's comprehensive security.

30.1.2025 | EU home affairs ministers will gather in Warsaw in Poland on 30 January for an informal meeting of the Justice and Home Affairs Council. They will discuss current challenges and threats to EU internal security as well as migration management, among other topics. State Secretary Antti Salminen will represent Finland at the meeting in place of Minister of the Interior Mari Rantanen, who is unable to attend for reasons of illness.

11.1.2024 | The Government has decided that the border crossing points on the land border between Finland and Russia will remain closed until 11 February 2024. It will not be possible to submit applications for international protection at any border crossing points on the land border between Finland and Russia. The Government decided on the matter in its session on 11 January 2024.

14.12.2023 | The Government has decided to close border crossing points at the land border between Finland and Russia up to 14th of January 2024. The decision will take effect on the 15th of December 2023 at 20.00. Applications for international protection will not be accepted at the crossing points on the Finnish-Russian border. A decision to this effect was made by the extraordinary session of the Government on the 14th of December.

8.4.2024 | The interior ministers of Finland and Estonia visited the Pelkola border guard station and the Imatra border crossing point on 8 April. The exceptional circumstances at Finland's eastern border continue. The ministers were briefed on the current situation at the border and the project to build a fence on the border.

20.2.2024 | Finland’s Minister of the Interior Mari Rantanen and Sweden’s Minister for Migration Maria Malmer Stenergard met in Finland on 20 February. The Ministers visited Finland’s eastern border and received an update on instrumentalised migration at the eastern border. 

28.11.2023 | The Government has decided to close the border crossing point of Raja-Jooseppi during the night between Wednesday and Thursday, that is, as of 30 November 2023. The decision means that all border crossing points on the land border between Finland and Russia will be closed until 13 December.  It will not be possible to submit applications for international protection at any border crossing points on the land border between Finland and Russia.

18.11.2024 | The new Preparing for Incidents and Crises guide aimed at the entire population has been published on Suomi.fi. The Ministry of the Interior produced the online guide together with the Digital and Population Data Services Agency and an extensive cooperation network. The guide collects preparedness instructions in one place.

28.7.2023 | On 28 July, the Ministry of the Interior launched a new legislative project to introduce a border procedure in Finland. Due to time constraints, Parliament did not finish its consideration of the previous Government’s legislative proposal, which then lapsed. Now preparations are about to continue under the new Government Programme.

29.1.2024 | On Monday 29 January, the Ministry of the Interior and the United States Department of Homeland Security signed a joint statement of intent on deepening scientific and technological cooperation in the field of homeland security. 

8.3.2023 | The Ministry of the Interior launched three projects with a view to amending border guard legislation. The amendments would reinforce Border Guard human resources and make better use of technology in maintaining border security. The Border Guard would also be able to combat crime more effectively.

4.12.2023 | The EU home affairs ministers will gather in Brussels on 5 December for a meeting of the Justice and Home Affairs Council. Items on the agenda for the meeting include issues related to the Schengen area, improving the efficiency of procedures to return migrants, and the implications of the situation in the Middle East for the EU’s internal security.

8.7.2022 | In future, the reception of asylum applications can be centralised at separately designated border crossing points at Finland’s national border. Amendments to the Border Guard Act help prepare for hybrid influence activities that exploit e.g. migration. The President of the Republic approved the amendments on 8 July. The act will enter into force on 15 July 2022.

6.4.2023 | The government proposal for amending the Act on the Administration of the Border Guard and the Border Guard Act has been sent out for comments.
