7.7.2022 | A new national information system for incident and accident prevention will be procured for the rescue services. The purpose of the procurement is to enhance, harmonise and make transparent the processes of incident and accident prevention, data transfer and practices in rescue services and to enable electronic services for customers. 12.9.2022 | The prolonged COVID-19 pandemic, Russia’s war of aggression in Ukraine and accelerating climate change have led to a situation in Finland and globally where the future seems rather uncertain. In the midst of uncertainty, decision-making is difficult. Finland will hold parliamentary elections in spring 2023, and the new Government Programme will outline policies for the next few years.

8.7.2022 | The EU home affairs ministers will hold an informal meeting of the Justice and Home Affairs Council on 11 July in Prague. The meeting will be the first during the Czech Presidency of the Council of the European Union. The Ministers will discuss the effects of the war in Ukraine on the EU’s internal security, fight against child sexual abuse, and interoperability between EU information systems in the justice and home affairs sector.

13.10.2022 | EU home affairs ministers will convene in Luxembourg on 14 October. The ministers will continue the discussion on Russia’s war of aggression against Ukraine. The focus will be on the refugee situation in the EU and the effects of the war on the Union's internal security. The ministers will also discuss the EU’s migration and asylum policy reform. Minister of the Interior Krista Mikkonen will represent Finland at the meeting.

12.2.2021 | The Ministry of the Interior has prepared legislative amendments to implement the EU directive on access to financial information at national level. The directive contains rules to facilitate the use of information held in bank account registries by the authorities for the purpose of preventing, detecting, investigating or prosecuting certain offences.

22.12.2021 | The Lotteries Act that regulates gambling will be amended. The focus of the reform is on preventing harm caused by gambling, combating marketing that violates the Lotteries Act, and directing the demand for gambling towards activities that are covered by the Lotteries Act. The President of the Republic approved the bill on 22 December 2021. The amendments will enter into force on 1 January 2022.

Proposed amendments to the Europol Regulation concern, for example, exchange of information between Europol and private operators to ensure that prevention of serious international crime and terrorism meets today’s requirements.

28.1.2021 | The resilience of critical entities in EU countries will be improved by reforming the old European Critical Infrastructure Protection Directive. The proposed new directive is significantly more extensive, and it aims to improve the resilience of critical entities providing essential services in the EU. The Government informs Parliament on 28 January of the new proposal for a directive. 

22.12.2021 | Lotterilagen, som reglerar penningspel, revideras. 2.6.2020 | The Government negotiated the fourth supplementary budget proposal for 2020 on Tuesday 2 June. In the supplementary budget proposal, appropriation increases of EUR 10 and 5 million are proposed for the police and the Border Guard to ensure their operational capacity.

23.6.2021 | On 23 June, the Ministry of the Interior sent out for comments draft legislative amendments that would support preparedness for a possible mass influx of migrants. The need for change has been identified in the development work that the authorities have been carrying out since 2015.

12.11.2020 | The European Commission issued a comprehensive communication on the reform of migration and asylum policy on 23 September. The communication was accompanied by five legislative proposals. The Government expressed its position on the Commission's proposals in its communications submitted to Parliament on 12 November.

7.10.2021 | The Government proposes that the reception act be amended so that the Finnish Immigration Service would have central responsibility for preparedness planning concerning the organisation of reception services in the event of a mass influx of migrants. The amendment would improve preparedness for large numbers of migrants and clarify the division of duties between the authorities. The Government submitted a proposal on the amendment to Parliament on 7 October.

31.1.2020 | The Ministry of the Interior has launched a project focused on a reform to the Lotteries Act. In line with the Government Programme, the goal is to determine any needs to reform the Lotteries Act, especially with an eye on further enhancing the prevention and reduction of the harmful effects of gambling. 30.12.2020 | The European Border and Coast Guard Agency Frontex will have a new operational standing corps starting on 1 January 2021. The standing corps will support the EU Member States in managing the Union’s external borders and the return of third-country nationals. The President of the Republic approved the amendments on 30 December. The new amendments will enter into force on 1 January 2021.

7.2.2020 | The Ministry of the Interior has set up a project to prepare the national legislative amendments required by the regulation on the European Border and Coast Guard. The regulation entered into force in December 2019.

15.3.2019 | On Monday 18 March 2019, Minister of the Interior Kai Mykkänen will have served 1,000 days as a government minister in Finland. He was appointed as the Minister of Foreign Trade and Development of Prime Minister Sipilä’s Government in June 2016. In February 2018 he took up his present position as the Minister of the Interior.

13.10.2020 | The Ministerial Working Group on Health and Social Services has reviewed the opinions submitted in the round of comments held from 15 June to 25 September 2020 on its draft government proposal. As a result, the Government has made a number of policy adjustments and amendments to the draft. A total of 804 comments were received. The draft proposal will be submitted to the Finnish Council of Regulatory Impact Analysis on 14 October 2020 and presented to Parliament in early December 2020.

30.11.2018 | The Ministry of the Interior began a survey concerning the asylum procedure on 30 November. The project will begin with a tendering process to select a party to carry out the survey. The purpose of the independent survey is to identify development needs concerning the asylum procedure, examine the cooperation between different authorities and assess the practices of the administrative courts for dealing with asylum-related issues.

5.12.2017 | Minister of the Interior Paula Risikko will attend the meeting of the Justice and Home Affairs Council in Brussels on 7 December. The topics on the agenda include counter-terrorism, the interoperability of EU information systems and the reform of the Common European Asylum System.

9.8.2018 | The Ministry of the Interior proposes that an appropriation totalling EUR 1,485 million be allocated to its administrative branch in 2019. This is, as a whole, an increase of nearly EUR 10 million on the approved 2018 Budget figure.

8.12.2020 | The Government proposes that wellbeing services counties be established and healthcare, social welfare and rescue services be reformed. The proposed counties would be established as soon as possible after the passing and approval of the relevant bills. The bills would enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023. However, Parliament needs to pass the legislative package before the reform can enter into force.

13.9.2017 | The EU home affairs ministers will meet at the Justice and Home Affairs Council in Brussels on 14 September. They will discuss counter-terrorism action and assess the current situation following the recent terrorist attacks in Europe. Finland’s representative at the meeting will be Minister of the Interior Paula Risikko, who will give an update on the situation in Finland.
