10.10.2024 | The Ministry of the Interior is requesting comments on a draft proposal for amending the Act on the Bank and Payment Account Monitoring System. The consultation round ends on 21 November 2024.

18.2.2025 | Aimed at the entire population of Finland, the Preparing for Crises and Incidents Guide was published on the Suomi.fi Web Service in November. The preparedness instructions have reached a large number of people over the first three months.

4.7.2024 | New legislative amendments will prevent the evasion of provisions on entry more effectively than before. In its session on 4 July, the Government proposed that the President of the Republic approve the amendments to the Aliens Act and the Researchers and Students Act. The President of the Republic is scheduled to approve the amendments on 5 July, and they will enter into force on 1 September 2024.

18.4.2024 | The Government proposes legislative amendments to prevent the evasion of provisions on entry more effectively than at present. The amendments would prohibit asylum applicants from switching to a work-based or education-based application procedure in order to apply for a residence permit. The amendments would also tighten the identity verification procedure. The Government submitted the proposal to Parliament on 18 April. The proposed acts would enter into force on 1 July 2024.

30.1.2024 | The Ministry of the Interior has sent out for comments a legislative proposal on amendments to the Aliens Act. The deadline for submitting comments is 20 February 2024.

26.9.2024 | Finland is applying for additional funding for its programme under the EU Instrument for Financial Support for Border Management and Visa Policy (BMVI) to strengthen surveillance at the eastern border. Finland is seeking the maximum amount defined by the Commission, EUR 50 million. The Government decided to apply for funding on 26 September 2024.

20.12.2022 | The President of the Republic approved supplementary legislation on the Entry/Exit System (EES) and the European Travel Information and Authorisation System (ETIAS) on 20 December. The supplementary legislation amends the national legislation as required by the relevant European Parliament and Council regulations. 

9.2.2023 | Finland has around 50,500 civil defence shelters with space for about 4.8 million people. Finland has a sufficient number of places in shelters. Civil defence shelters are located in large cities in particular. The highest number of places in civil defence shelters in relation to the population can be found in the Greater Helsinki area and Pirkanmaa. This is evident in the preliminary data of the Ministry of the Interior’s report.

28.8.2023 | Finland's civil defence shelters are largely in good repair, but there is still some need for maintenance and repairs. A new Ministry of the Interior study shows that more than 90 per cent of civil defence shelters would provide people with good protection against the effects of conventional weapons. Shelter equipment is in most need of repair. Based on the report, the Ministry of the Interior has drawn up four recommendations for improving the network of civil defence shelters.

7.7.2022 | A new national information system for incident and accident prevention will be procured for the rescue services. The purpose of the procurement is to enhance, harmonise and make transparent the processes of incident and accident prevention, data transfer and practices in rescue services and to enable electronic services for customers. The reform aims to improve the effectiveness of incident and accident prevention and the equality among clients.

4.5.2023 | The European Commission will carry out a Schengen evaluation in Finland in May and June 2023. Evaluation teams coordinated by the Commission will travel across Finland to evaluate how the Finnish authorities apply the Schengen acquis in its different areas.

7.10.2021 | National implementation of the EU Directive on access to financial information moves a step closer. On 7 October, the Government submitted to Parliament a proposal to amend the Act on the Bank and Payment Accounts Control System and the Act on the Financial Intelligence Unit.

3.9.2024 | The 2025 budget proposal of Prime Minister Orpo's Government bolsters conditions for economic growth. Economic growth driven by the private sector will also serve to secure the financing base for central government finances. The fast-acting measures to curb indebtedness that were decided on due to the difficult situation in central government finances will move forward.

8.7.2022 | The EU home affairs ministers will hold an informal meeting of the Justice and Home Affairs Council on 11 July in Prague. The meeting will be the first during the Czech Presidency of the Council of the European Union. The Ministers will discuss the effects of the war in Ukraine on the EU’s internal security, fight against child sexual abuse, and interoperability between EU information systems in the justice and home affairs sector.

27.10.2022 | In its fourth supplementary budget for 2022, the Government has proposed a total of EUR 9.0 million in additional funding for the administrative branch of the Ministry of the Interior and EUR 6.0 million in funding outside of the budgeted spending limits for a pilot section of a fence on the eastern border.

In the midst of uncertainty, decision-making is difficult. Finland will hold parliamentary elections in spring 2023, and the new Government Programme will outline policies for the next few years.

13.10.2022 | EU home affairs ministers will convene in Luxembourg on 14 October. The ministers will continue the discussion on Russia’s war of aggression against Ukraine. The focus will be on the refugee situation in the EU and the effects of the war on the Union's internal security. The ministers will also discuss the EU’s migration and asylum policy reform. Minister of the Interior Krista Mikkonen will represent Finland at the meeting.

The focus of the reform is on preventing harm caused by gambling, combating marketing that violates the Lotteries Act, and directing the demand for gambling towards activities that are covered by the Lotteries Act. The President of the Republic approved the bill on 22 December 2021. The amendments will enter into force on 1 January 2022.

The amendment would allow the competent authorities of the EU Member States to access centralised bank account registries. 12.5.2021 | The government report on the General Government Fiscal Plan was submitted to Parliament at the government plenary session on 12 May 2021. 28.1.2021 | The resilience of critical entities in EU countries will be improved by reforming the old European Critical Infrastructure Protection Directive. The proposed new directive is significantly more extensive, and it aims to improve the resilience of critical entities providing essential services in the EU. The Government informs Parliament on 28 January of the new proposal for a directive. 

2.6.2020 | The Government negotiated the fourth supplementary budget proposal for 2020 on Tuesday 2 June. In the supplementary budget proposal, appropriation increases of EUR 10 and 5 million are proposed for the police and the Border Guard to ensure their operational capacity.

23.6.2021 | On 23 June, the Ministry of the Interior sent out for comments draft legislative amendments that would support preparedness for a possible mass influx of migrants. The need for change has been identified in the development work that the authorities have been carrying out since 2015.

12.11.2020 | The European Commission issued a comprehensive communication on the reform of migration and asylum policy on 23 September. The communication was accompanied by five legislative proposals. The Government expressed its position on the Commission's proposals in its communications submitted to Parliament on 12 November.

7.10.2021 | The Government proposes that the reception act be amended so that the Finnish Immigration Service would have central responsibility for preparedness planning concerning the organisation of reception services in the event of a mass influx of migrants. The amendment would improve preparedness for large numbers of migrants and clarify the division of duties between the authorities. The Government submitted a proposal on the amendment to Parliament on 7 October.

30.12.2020 | The European Border and Coast Guard Agency Frontex will have a new operational standing corps starting on 1 January 2021. The standing corps will support the EU Member States in managing the Union’s external borders and the return of third-country nationals. The President of the Republic approved the amendments on 30 December. The new amendments will enter into force on 1 January 2021.

31.1.2020 | The Ministry of the Interior has launched a project focused on a reform to the Lotteries Act. In line with the Government Programme, the goal is to determine any needs to reform the Lotteries Act, especially with an eye on further enhancing the prevention and reduction of the harmful effects of gambling. The budget proposal responds to the effects of Russia’s war of aggression and inflation, improves safety and security, security of supply, and energy self-sufficiency, and provides further investment in research and development and in the green transition.

The action plan will guide and direct the activities of the police, and it will take into account the changes that have occurred in traffic and traffic safety and the impacts of these changes.

7.2.2020 | The Ministry of the Interior has set up a project to prepare the national legislative amendments required by the regulation on the European Border and Coast Guard. The regulation entered into force in December 2019.

15.3.2019 | On Monday 18 March 2019, Minister of the Interior Kai Mykkänen will have served 1,000 days as a government minister in Finland. He was appointed as the Minister of Foreign Trade and Development of Prime Minister Sipilä’s Government in June 2016. In February 2018 he took up his present position as the Minister of the Interior.

11.2.2021 | Employers should support an employee who is subject to online targeting and shaming on social media or otherwise because of his or her duties. In addition, the police must ensure uniform practices in the investigation of online targeting and shaming. This will improve the position of the victim and safeguard legal protection, says the Ministry of the Interior's working group.

13.10.2020 | The Ministerial Working Group on Health and Social Services has reviewed the opinions submitted in the round of comments held from 15 June to 25 September 2020 on its draft government proposal. As a result, the Government has made a number of policy adjustments and amendments to the draft. A total of 804 comments were received. The draft proposal will be submitted to the Finnish Council of Regulatory Impact Analysis on 14 October 2020 and presented to Parliament in early December 2020.

30.11.2018 | The Ministry of the Interior began a survey concerning the asylum procedure on 30 November. The project will begin with a tendering process to select a party to carry out the survey. The purpose of the independent survey is to identify development needs concerning the asylum procedure, examine the cooperation between different authorities and assess the practices of the administrative courts for dealing with asylum-related issues.

9.8.2018 | The Ministry of the Interior proposes that an appropriation totalling EUR 1,485 million be allocated to its administrative branch in 2019. This is, as a whole, an increase of nearly EUR 10 million on the approved 2018 Budget figure.

5.12.2017 | Minister of the Interior Paula Risikko will attend the meeting of the Justice and Home Affairs Council in Brussels on 7 December. The topics on the agenda include counter-terrorism, the interoperability of EU information systems and the reform of the Common European Asylum System.

8.12.2020 | The Government proposes that wellbeing services counties be established and healthcare, social welfare and rescue services be reformed. The proposed counties would be established as soon as possible after the passing and approval of the relevant bills. The bills would enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023. However, Parliament needs to pass the legislative package before the reform can enter into force.

They will discuss counter-terrorism action and assess the current situation following the recent terrorist attacks in Europe. Finland’s representative at the meeting will be Minister of the Interior Paula Risikko, who will give an update on the situation in Finland.
