16.4.2026 | The EU Pact on Migration and Asylum establishes a common EU system to strengthen external border control, ensure effective identification of third-country nationals and enhance procedures for asylum and return. The Pact will be implemented in Finland through a series of national legislative amendments. The Government submitted a proposal on these amendments to Parliament on 16 April.

8.4.2026 | The Ministry of the Interior will allocate around EUR 44 million in EU funding to projects on border management, crime prevention and migration. The projects will improve the capabilities of security authorities, develop information systems, and secure resources for the authorities to manage migration. The funding will be granted from the EU Home Affairs Funds, under the autumn 2025 call for proposals.

19.2.2026 | The Ministry of the Interior has today sent out for comments a draft government proposal for legislation on police criminal intelligence. The reform would enable the use of criminal intelligence methods in the fight against serious crime on a threat-informed basis. The deadline for submitting comments is 16 April 2026.

6.3.2026 | Finland, Sweden, Norway, Denmark, Iceland, Estonia, Latvia, Lithuania, Poland and Germany have agreed to deepen their cooperation on protecting the civilian population and have signed a Memorandum of Understanding between the ministries responsible for civil preparedness. The ministers discussed the Memorandum at a videoconference in February, with Minister of the Interior Mari Rantanen representing Finland.

30.3.2026 | The Ministry of the Interior has set up a project to improve the efficiency of asylum procedures, bringing together key administrative branches and actors.

5.3.2026 | The EU home affairs ministers will gather in Brussels on 5 March for a meeting of the Justice and Home Affairs Council. The agenda includes the state of the Schengen area and partnerships with third countries concerning migration. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen, who will underline the importance of preventing illegal entry and stay.

22.12.2025 | The Ministry of the Interior has circulated for comment the draft government proposal on the national legislative amendments that relate to the implementation of the EU Pact on Migration and Asylum. The deadline for comments is 2 February 2026.

15.1.2026 | Veikkaus Oy’s monopoly on running gambling games will end. Under the new Gambling Act, the running of betting games, online slot and casino games, and online money bingo will be opened to competition under a licensing system. In its session on 15 January, the Government proposed that the President of the Republic approve the Gambling Act on 16 January. Most provisions of the new act will enter into force on 1 July 2027. 

25.9.2025 | The Government proposes amendments to acts governing the use of biometric data stored in the registers of the police and the Finnish Immigration Service. Improving the use of biometric data would particularly support the investigation of the most serious crimes. The Government submitted the proposal to Parliament on 25 September.

14.8.2025 | Public authorities in Finland will have to use the Bank and Payment Account Monitoring System each time they request information on account balances, transactions and securities. The Government submitted the legislative amendments for approval on 14 August. The President of the Republic is expected to approve the amendments on 15 August, and they will enter into force on 1 December 2025.

27.3.2025 | Finland’s Ministry of the Interior has set up a legislative project to strengthen the administrative approach to combating organised crime and the related exchange of information as outlined in the Government Programme.

12.6.2025 | The Ministry of the Interior has sent out for comments a draft guide intended to support the planning of the activation and use of civil defence shelters and to harmonise the preparation of related plans. The deadline for submitting comments is 11.8. 2025.

16.4.2025 | The Government proposes that the Finnish Security and Intelligence Service and the military intelligence authorities be allowed to disclose information on criminal offences to other authorities more extensively than before. The proposal would improve national security. The Government submitted the proposal to Parliament on 16 April.

27.3.2025 | The Finnish Government proposes to extend the validity of the Act on Temporary Measures to Combat Instrumentalised Migration (‘Border Security Act’) until 31 December 2026. The purpose of the act is to prevent efforts to put pressure on Finland through the instrumentalisation of migrants. The Government submitted a proposal on the matter to Parliament on 27 March.

23.10.2024 | The first national risk assessment of money laundering and terrorist financing for non-profit organisations (NPOs) has been completed. In addition to the assessment of risks, it is aimed at increasing awareness of the Finnish NPO sector among obliged entities specified in the Act on Preventing Money Laundering and Terrorist Financing, supervisory authorities as well as operators in the sector itself.

16.10.2023 | Finland will tighten the naturalisation requirements during this government term in line with the Programme of Prime Minister Petteri Orpo's Government. The plans involve changes to the legal provisions specifying requirements for the period of residence, integrity and livelihood, and the introduction of a citizenship test. The objectives set out in the Government Programme will be implemented in stages in three projects set up by the Ministry of the Interior.

15.5.2025 | In March, the European Commission submitted a proposal for a new return regulation that aims to improve the effectiveness of the return of persons staying illegally in the EU and to prevent unauthorised movements within the Schengen area. The regulation would replace the current Return Directive. The Government informed Parliament of the Commission's proposal by submitting a Union communication on 15 May.

23.1.2025 | The Government proposes that the procedure for compensating the building of permanent barriers, such as the fence on the eastern border, will be made more effective. The Government submitted a proposal for amending the Board Guard Act to Parliament on 23 January.

22.6.2022 | In future, the border procedure could be introduced by decision of the Government if an exceptionally large number of people were to arrive in Finland over a short period of time or if hybrid influence activities that exploit migration were directed against Finland. The Government submitted the relevant proposal for amending the Aliens Act to Parliament on 22 June. The purpose of the proposal is to make it easier to manage migrants who have made their way towards Finland.

17.2.2022 | On 14 December, the European Commission issued a proposal for a Regulation addressing situations of instrumentalisation in the field of migration and asylum. The Regulation would allow all EU Member States to derogate from certain provisions on the EU asylum procedure, reception of asylum seekers and return in situations of instrumentalisation. The Government expressed its position on the proposal in its communication submitted to Parliament on 17 February.

10.5.2022 | The Ministry of the Interior has sent out for comments draft amendments to the Aliens Act that would enable the introduction of the border procedure. The border procedure would allow the processing of potentially unfounded asylum applications immediately at or in the vicinity of the border. This would prevent asylum applicants from travelling within Finland or from Finland to other EU countries. The deadline for submitting comments is 23 May.

10.11.2022 | The Government proposes amendments to the Lotteries Act to make it compatible with a new model for financing activities with proceeds from gambling. From the beginning of 2024, Veikkaus Oy’s proceeds could be entered in the Budget without earmarking their purpose of use under the Lotteries Act.

25.10.2024 | The Ministry of the Interior has sent out for comments a draft government proposal for an act on export authorisation for cartridge components and on acts amending the Firearms Act and chapter 46, section 1 of the Criminal Code. The aim is to prevent the export of cartridge components to Russia in particular. The draft proposal is being circulated for comments until 28 November 2024.

17.12.2024 | The Ministry of the Interior has submitted to the Non-Discrimination Ombudsman a follow-up report on the preparation of the allocation of the refugee quota. The report requested by the Ombudsman was also submitted to the Chancellor of Justice. As the matter is of major importance to society and of interest to many, the Ministry of the Interior will make the report available to the public.

19.5.2022 | Border security will be strengthened by improving the ability of the Finnish Border Guard to prepare for and respond to incidents under normal conditions. The Ministry of the Interior has sent a draft government proposal on amending the Border Guard Act out for comments. The aim is to make the necessary amendments to the Border Guard Act to help prepare for hybrid influence activities that exploit migration, for example.

19.2.2024 | The Ministry of the Interior will set up a legislative project to combat instrumentalised migration and to bolster border security. The term of the project is from 19 February to 31 March 2024. The aim is for a government proposal to be submitted to Parliament in March 2024.

18.11.2021 | The Money Collection Act will be amended so that voluntary carbon offsetting services can be provided without a money collection licence in future. These services will be excluded from the scope of the Money Collection Act. The Government submitted the bill amending the Act for approval on Thursday 18 November. The President of the Republic is to approve the bill on 19 November. The Act will enter into force on 22 November 2021.

21.5.2024 | The Government submitted a proposal to Parliament for an act on temporary measures to combat instrumentalised migration on 21 May. The aim of the act is to improve border security and ensure that Finland has effective means at its disposal to combat instrumentalised migration that is being used to pressure Finland. The aim is also to prepare for more serious instances of instrumentalised migration.
