Finland will be represented by Minister of the Interior Maria Ohisalo. The topics on the agenda will be the migratory and security impacts of the situation in Afghanistan.

7.10.2020 | On 8 October, Minister of the Interior Maria Ohisalo will attend an informal meeting of the EU home affairs ministers via video conference. The main theme of the meeting will be the reform of the EU migration and asylum policy. The ministers will now have their first discussion about the reform and the way forward. No decisions will be made at the informal meeting.

27.6.2019 | The survey report provides information on the standards and efficiency of the asylum procedure and the asylum applicants’ legal protection. The survey, examining the entire procedure and all authorities involved, was the first of its kind.

27.1.2022 | On 1 December, the European Commission issued a proposal for provisional emergency measures for the benefit of Latvia, Lithuania and Poland. The proposal is part of a set of joint EU measures aimed at responding to Belarus’s actions. Belarus has made efforts at its borders to instrumentalise migration for political purposes. The Government expressed its position on the proposal in its communication submitted to Parliament on 27 January.

10.2.2022 | The Ministry of the Interior has completed an investigation into a statutory amendment that would allow a residence permit and alien’s passport to be issued to applicants whose lack of a travel document is the sole impediment to granting the permit. The same project also investigated other potential solutions to address the situation of individuals who have remained in Finland for an extended period with no right of residence.

3.12.2020 | The Ministry of the Interior and the Ministry of Economic Affairs and Employment have commissioned a study on how a community sponsorship model could complement the authorities' efforts in the reception of quota refugees. The study will be conducted by the Kokkola University Consortium Chydenius, which operates under the auspices of the University of Jyväskylä. The purpose is to assess the legal and practical feasibility of the model in Finland.

11.12.2020 | EU home affairs ministers will hold an informal videoconference on 14 December 2020. Finland is represented by Minister of the Interior Maria Ohisalo. The ministers will continue the discussion on the reform of the EU's migration and asylum policy. Other items on the agenda include the future of internal security and cooperation between law enforcement authorities. No decisions will be made at the informal meeting.

11.11.2021 | The Government has adopted new programmes for the European Union Home Affairs Funds for the programming period 2021–2027. The Funds for the programming period include the Internal Security Fund, the Asylum, Migration and Integration Fund, and the Instrument for Financial Support for Border Management and Visa Policy.

30.11.2018 | The Ministry of the Interior began a survey concerning the asylum procedure on 30 November. The project will begin with a tendering process to select a party to carry out the survey. The purpose of the independent survey is to identify development needs concerning the asylum procedure, examine the cooperation between different authorities and assess the practices of the administrative courts for dealing with asylum-related issues.

31.1.2020 | The Ministry of the Interior has launched a project focused on a reform to the Lotteries Act. In line with the Government Programme, the goal is to determine any needs to reform the Lotteries Act, especially with an eye on further enhancing the prevention and reduction of the harmful effects of gambling. Moreover, legislative means to support the operating conditions of Veikkaus Oy and strengthen the exclusive right system will also be examined

22.11.2018 | Plans are in place to amend the Act on the Processing of Personal Data by the Police in order to bring it in line with the new EU data protection requirements. The Act also includes provisions on the processing of personal data by the Finnish Security Intelligence Service. Following the updates, the Act would be connected to the purposes of processing personal data rather than to specific registers or data management systems.

20.5.2021 | On 20 May, the Government decided to extend the restrictions on entry into the country until 15 June 2021. The COVID-19 pandemic continues to spread, and we do not yet have adequate measures available to replace the restrictions. For this reason, and to curb the spread of COVID-19 variants, both internal border controls and restrictions on external border traffic will continue. Minor amendments will be made to the decisions adopted on 22 April. These will enter into force on 24 May.

8.12.2020 | According to the government proposal, the wellbeing services counties and the City of Helsinki would be responsible for organising rescue services in their respective areas starting at the beginning of 2023. Contract fire brigades could be used to provide these services as at present. The role of central government guidance and direction in rescue services would be strengthened.

14.11.2019 | Minister of the Interior Maria Ohisalo commented on the judgment of the European Court of Human Rights against Finland. The judgment relates to an asylum seeker who was expelled from Finland in December 2017.

13.8.2020 | On Thursday 13 August, the Government appointed Minna Hulkkonen, Master of Laws, as Director General of the Migration Department at the Ministry of the Interior for the period 1 September 2020 to 31 August 2025.

11.9.2020 | The Ministry of the Interior has launched an update of an action plan for preventing illegal entry and residence for 2021–2024. Along with the issues in the previous action plans, the new action plan will also examine the status of those residing in the country without a residence permit, the phenomena of abuse associated with them and the status of human trafficking victims.

18.2.2021 | On 18 February, the Government decided to extend the current restrictions on entry into the country until 18 March 2021. The COVID-19 pandemic continues to spread, and there are not yet adequate measures available to replace internal border controls. For this reason, and to curb the spread of COVID-19 variants, both internal and external border controls will continue until 18 March. 20.8.2020 | On Thursday 20 August, the Government appointed Jari Kähkönen, Master of Administrative Sciences, as the Director General of the Finnish Immigration Service for the period between 1 September 2020 and 31 August 2025.

7.5.2020 | The Government decided on 7 May to extend the temporary restrictions on border traffic in Finland until 14 June 2020. The decision follows on from the decision made by the Government on 19 March to restore border control at internal borders, close certain border crossing points and restrict traffic across external borders.

7.10.2020 | The Ministry of the Interior and the National Police Board have launched a new social media campaign for young people that aims to encourage them to think about the way we use social media to discuss issues and the impacts of hate speech in their surroundings and in society as a whole.

9.5.2019 | The Acts on the Processing of Personal Data by the Police and the Border Guard will be amended in order to bring them in line with the new EU data protection requirements. In addition, passenger information collected by air carriers may in future be utilised more extensively in prevention of terrorism and serious crime.

18.12.2020 | The Ministry of the Interior has issued a decree on fees charged by the police. For example, the prices of passports and identity cards will rise. The decree will enter into force on 1 January 2021.

15.4.2020 | In its negotiations yesterday, Tuesday 14 April 2020, the Government decided to immediately lift the restrictions on movement in the region of Uusimaa. The Government will issue a decree to that effect at the government plenary session, which will begin today at 13.00. The decree will enter into force and the restrictions will be lifted immediately after the session.

16.4.2020 | The Ministry of the Interior has set up a legislative project aiming to assess the relationship between carbon offsetting activities and the Money Collection Act. Based on this assessment, the Money Collection Act will be amended to allow for voluntary carbon offsetting.

1.9.2022 | The budget proposal for 2023 of Prime Minister Sanna Marin’s Government builds sustainable growth for the future, secures purchasing power and assists people with the hike in electricity prices. The budget proposal responds to the effects of Russia’s war of aggression and inflation, improves safety and security, security of supply, and energy self-sufficiency, and provides further investment in research and development and in the green transition.

25.1.2018 | On 25 January, the Government submitted to Parliament four legislative proposals that together form a legislative package on intelligence. The Ministry of Justice has drafted a proposal to amend the Constitution as well as legislation on the oversight of intelligence gathering. Legislation on civilian intelligence has been drafted at the Ministry of the Interior and that on military intelligence at the Ministry of Defence.

11.2.2021 | On 11 February, the Government decided to change certain entry restrictions, which will take effect from 15 February. Because the coronavirus situation in Iceland has improved, Finland will no longer restrict entry from Iceland. In contrast, entry restrictions will again apply to residents of Rwanda arriving from Rwanda. In addition, the opening hours of certain border crossing points on the western border in Lapland and the eastern border will be limited.

29.5.2019 | The Finnish Government laid down two decrees today concerning civilian intelligence. The decrees will take effect on 1 June at the same time with the intelligence legislation.

28.4.2020 | The loss limits of Veikkaus Oy's fast-paced gambling games are to be lowered. The maximum loss limit will be lowered to EUR 500 (now 2,000) per month and EUR 500 (now 1,000) per day. Amendments to the Act will enter into force on 1 May and will remain in force until 30 September 2020. The aim of the amendments is to prevent and reduce more effectively economic, social and health harm caused by gambling during the coronavirus epidemic.

The COVID-19 pandemic continues to spread, and there are no adequate measures available yet to replace the restrictions. 11.1.2019 | Research agency Owal Group has been selected to carry out an independent survey concerning the asylum procedure. The Ministry of the Interior selected Owal Group following a tendering process that began in November 2018. The survey, which will examine the asylum procedure in its entirety, is set to be completed in summer 2019.

22.1.2021 | On 22 January, the Government decided to tighten the restrictions on entry into Finland. The new restrictions will enter into force on 27 January and will remain in force until 25 February. The new restrictions aim to reduce cross-border traffic in order to prevent the spread of the new COVID-19 variants. The epidemiological situation in Finland differs considerably from that in other Schengen countries.

8.7.2021 | The Government has decided to continue internal border control until 25 July to ensure the introduction of health security measures at borders. After this short transitional period, internal border control and entry restrictions at internal borders will be lifted. Internal border traffic refers to traffic between Finland and other Schengen countries. Changes will be made to external border control as well.

20.2.2019 | Permanent Secretary Ilkka Salmi and Finland's Roving Ambassador to Iraq Päivi Laine visited Iraq from 17 to 19 February. They had meetings with senior officials from the Ministry of Foreign Affairs, Ministry of Interior, Ministry of Displacement and Migration, and Ministry of Justice of Iraq. The topics of the meetings were the relations between Finland and Iraq, the security situation in Iraq, fight against terrorism, and migration from Iraq to Finland.

14.6.2018 | Based on a report made by the Finnish Immigration Service, decisions on asylum applications largely meet the criteria laid down in the law. Deficiencies in the quality of interpretation of asylum interviews and processing of asylum applications were, however, detected. It is likely that the number of deficiencies became bigger than normal following a sudden tenfold increase in asylum seekers in 2015 and a need to quickly increase the amount of human resources required for the process.

15.11.2018 | The EU is examining new means to improve detection and removal of online content that incites to terrorist acts. The European Commission is proposing a new regulation to tackle dissemination of terrorist content online. The Commission’s proposal includes obligations on both internet service providers and Member States. On 15 November, the Finnish Government submitted a communication to Parliament on the Commission’s proposal for a regulation.

17.5.2018 | The Ministry of the Interior proposes that a new act on the processing of personal data by migration authorities be enacted. The new act would replace the old Act on the Register of Aliens adopted over 20 years ago. The relevant legislative proposal was sent out for comments on 17 May.

4.7.2019 | The new Fundraising Act that will enter into force next spring will make fundraising significantly easier. The Government submitted the new Fundraising Act for approval on 4 July. The President of the Republic is set to approve the Act on 5 July and it will enter into force on 1 March 2020.

15.11.2018 | The enforcement of decisions on removal from the country will be speeded up. Certain removal decisions related to public order and security can be enforced after 30 days from the service of the decision, unless the administrative court has prohibited its enforcement. The removal procedure is applied to removal from the country when the person concerned has or has had a residence permit in Finland or the residence of an EU citizen has been registered.

5.12.2018 | In future, people found guilty of certain serious offences could lose their Finnish citizenship. Such offences would include treason, high treason and offences against the vital interests of Finland committed with terrorist intent. The Government submitted a proposal to amend the Nationality Act to Parliament on 5 December.

3.4.2019 | Permanent Secretary Ilkka Salmi and Alexander Gorovoy, First Deputy Minister of the Interior of the Russian Federation, met in Tampere on 2–3 April. This a was Deputy Minister Gorovoy’s first visit to Finland.

28.3.2019 | The Aliens Act will be amended, for example by specifying the criteria for the processing of subsequent applications. The Government submitted the amendments to the Act for approval on Thursday 28 March, and the President of the Republic will approve the Act on Friday. The Act is scheduled to enter into force on 1 June 2019.

17.5.2019 | Hate speech is such a serious problem that the Government must define policies for its eradication. A working group that examined the phenomenon proposes that an action plan against hate speech be drawn up, a centre of expertise be established, and the relevant legislation be amended. Hate speech has harmful consequences not only for the victim but also for democratic society as a whole, the rule of law, and freedom of expression.

20.2.2019 | On 20 February, the Finnish Government published measures to prevent and combat sexual offences in general and crimes committed by immigrants. The package of measures was prepared by the ministerial working group on internal security and administration of justice and the ministerial working group on migration, led by the Minister of the Interior Kai Mykkänen.

25.5.2018 | The European Commission will carry out a Schengen evaluation in Finland between May and June 2018. The evaluation teams coordinated by the Commission will visit Finnish authorities and evaluate whether the Schengen acquis is being applied correctly in all of its areas.

4.9.2019 | Minister of the Interior Maria Ohisalo and Minister of Justice Anna-Maja Henriksson will present themes for Finland’s Presidency of the Council of the European Union before the Committee on Civil Liberties, Justice and Home Affairs (LIBE) of the European Parliament in Brussels on 4 September.

29.5.2019 | The Ministry of the Interior examined the needs to develop gambling legislation. The pilot study assessed, for example, whether gambling harms could be reduced by using technical blocking measures to restrict gambling offerings against the Lotteries Act.

11.6.2020 | On 11 June, the Government outlined its proposal that border control will continue partially at internal borders and external border traffic will continue to be restricted until 14 July 2020. The restrictions will continue to the extent that they are considered mandatory due to a serious threat posed by the epidemiological situation. The Government will take the decision on this matter in its plenary session on 12 June.

19.3.2019 | On 19 March, Parliament adopted a government proposal to amend the Firearms Act and the Act on Voluntary National Defence. The amendments will introduce the changes required by the EU Firearms Directive into Finnish legislation. The amendments will enter into force as soon as possible.

28.6.2017 | The legislation on Finland’s preparedness to provide and receive international assistance will be specified within the mandate of the Ministry of the Interior. The President of the Republic approved the amendments on 28 June.
