23.10.2023 | The Ministry has set up three projects aimed at tightening the rules on international protection in line with the Government Programme. The planned changes will make international protection temporary in nature and introduce the option to withdraw protection if the applicant commits a serious offence. Finland will also introduce a new border procedure and make the asylum process more efficient.

17.12.2024 | The Ministry of the Interior has submitted to the Non-Discrimination Ombudsman a follow-up report on the preparation of the allocation of the refugee quota. The report requested by the Ombudsman was also submitted to the Chancellor of Justice. As the matter is of major importance to society and of interest to many, the Ministry of the Interior will make the report available to the public.

18.4.2024 | On 18 April, the Government submitted to Parliament a proposal for introducing a new border procedure. The Aliens Act will be amended in line with the EU Asylum Procedures Directive to introduce the new border procedure in Finland. The purpose of the border procedure is to enhance the examination of unfounded applications and the return of applicants whose application has been rejected. In addition, this will prevent secondary movements of asylum seekers to other EU countries. 

24.2.2022 | A working group chaired by the Ministry of the Interior has assessed legislation falling within the purview of the Ministry and the need for amendments to prepare for hybrid influencing that exploits migration. 10.5.2022 | The Ministry of the Interior has sent out for comments draft amendments to the Aliens Act that would enable the introduction of the border procedure. The border procedure would allow the processing of potentially unfounded asylum applications immediately at or in the vicinity of the border. This would prevent asylum applicants from travelling within Finland or from Finland to other EU countries. The deadline for submitting comments is 23 May.

22.6.2022 | In future, the border procedure could be introduced by decision of the Government if an exceptionally large number of people were to arrive in Finland over a short period of time or if hybrid influence activities that exploit migration were directed against Finland. The Government submitted the relevant proposal for amending the Aliens Act to Parliament on 22 June. The purpose of the proposal is to make it easier to manage migrants who have made their way towards Finland.

14.10.2021 | The Government has submitted to Parliament a government proposal for supplementary legislation on the Entry/Exit System (EES) and the European Travel Information and Authorisation System (ETIAS). The purpose of the proposal is to make amendments to the national legislation as required by the relevant European Parliament and Council regulations. 

18.4.2024 | On 18 April, the Government submitted a number of proposals related to migration to Parliament. They concern more stringent provisions on international protection, preventing evasion of provisions on entry, introducing a border procedure and reducing the reception allowance. A proposal concerning the period of residence laid down in the Citizenship Act was also submitted to Parliament.

8.6.2021 | The Ministry of the Interior has sent a draft government proposal for supplementary legislation on the Entry/Exit System (EES) and the European Travel Information and Authorisation System (ETIAS) out for comments. The purpose of the proposal is to make amendments to the national legislation as required by the relevant European Parliament and Council regulations. 

24.11.2023 | In an extraordinary session held on 24 November, the Government decided that people arriving across the eastern border will be processed at registration centres.

23.5.2023 | A study commissioned by the Ministry of the Interior examined the reflection periods granted to victims of human trafficking during which the victims can decide whether to cooperate with the authorities in apprehending those suspected of human trafficking. The study also examined how suspicion of trading in sexual services was applied as grounds for denial of admittance or stay.

17.11.2022 | The Government proposes an amendment to the Aliens Act to enable clients of the Finnish Immigration Service to request an administrative review of decisions concerning residence permits for specialists and the EU Blue Card. The proposal aims to allow the Service to make automated decisions on these case types. The Government submitted its proposal to Parliament on 17 November.

3.11.2022 | A temporary amendment to the Aliens Act would ensure the validity of residence permits issued in Finland to recipients of temporary protection for as longs as the temporary protection is in effect in the EU. With the amendment, first residence permits would be issued directly for the entire period of validity of the temporary protection. Moreover, those who have already received residence permits would not need to apply for an extension separately.

8.9.2022 | New provisions to be added to the Aliens Act and the act on migration authorities’ processing of personal data will enable Finland to make use of the support from the European Union Agency for Asylum (EUAA) as smoothly as possible in the event of a mass influx of migrants. The Government submitted the bills for approval on Thursday 8 September. The President of the Republic is to approve the bills for the acts on Friday. The acts will enter into force on 15 September.

20.12.2022 | Amendments to the Aliens Act will extend the use of a long-term visa known as a D visa. The amendments will contribute to promoting education-based and labour-based immigration and streamline entry procedures. The President of the Republic approved the amendments on 20 December.

21.4.2022 | New provisions to be added to the Aliens Act would enable Finland to make use of the support from the European Union Agency for Asylum (EUAA) as smoothly as possible in the event of a mass influx of migrants. The Government submitted a proposal on the amendments to Parliament on 21 April.

21.12.2022 | The start of 2023 will see the entry into force of amendments to acts and decrees. This press release provides a summary of the most important changes. 

8.4.2022 | People who have applied for temporary protection have the right to work in Finland as soon as they have submitted their application. In other words, they do not need to wait for a residence permit or a residence permit card to be issued to be able to work. A certificate of registration is sufficient.

18.2.2022 | On 18 February, the Ministry of the Interior sent out for comments draft amendments to the Aliens Act which would extend the use of a long-term visa known as a D visa. Long-term visas would speed up entry into the country for people who have been issued with residence permits.

19.1.2022 | On 19 January, the Ministry of the Interior sent out for comments draft legislative amendments that would support preparedness for a possible mass influx of migrants. This is a follow-up to the government proposal for amending the reception act last year. The need for change has been identified in the development work that the authorities have been carrying out since 2015.
