6.5.2020 | In its negotiations on 6 May, the Government decided on measures to ensure the availability of seasonal labour needed in agriculture and horticulture, the entry of seasonal employees from abroad to Finland, and incentives to attract domestic labour.

12.9.2019 | Legislation concerning the processing of personal data in the field of immigration administration to be collected into a single act. Government proposal on the Personal Data Act in the Field of Immigration Administration and related acts was given to parliament on 12 September.

8.7.2022 | On 27 April, the European Commission issued a package on reforming legal migration. The package included a Communication on attracting skills and talent to the EU, and proposals for the revision of the Single Permit Directive and the Long-Term Residents Directive. The Finnish Government expressed its views on the proposed Directives in statements issued to the Parliament on 8 July.

24.5.2021 | On 24 May, the Ministry of the Interior set up a project to carry out a study on a legislative amendment that would enable the granting of a temporary residence permit and an alien’s passport for a limited period to asylum seekers who have received a negative decision but who have found work. The purpose of the amendment would be to allow a person to travel to obtain a travel document from the authorities of their own country.

31.8.2020 | The Ministry of the Interior launched a project on 31 August to prepare legislative amendments that will contribute to planning for a possible mass influx of migrants. The need for change has been identified in the development work that the authorities have been carrying out since 2015 to improve their preparedness for large numbers of asylum seekers.

12.11.2021 | At the initiative of the Ministry of the Interior, the Finnish Government commissioned a study examining the types of complementary pathways for legal migration available in different countries for use by people in need of international protection. The focus of the study was on labour-based and study-based complementary pathways. The results confirm that there is a need for legal pathways, as has been discussed in Finland, and they support the EU in seeking new solutions to migration.

30.12.2020 | The European Border and Coast Guard Agency Frontex will have a new operational standing corps starting on 1 January 2021. The standing corps will support the EU Member States in managing the Union’s external borders and the return of third-country nationals. The President of the Republic approved the amendments on 30 December. The new amendments will enter into force on 1 January 2021.

4.7.2018 | A project appointed by the Ministry of the Interior on 3 July will investigate and draft possible amendments to the Aliens Act concerning the processing of subsequent applications for international protection and the implementation of the Finnish Immigration Service’s decisions enabled by the EU Asylum Procedures Directive. In connection with this project, an amendment required by the Court of Justice of the European Union will also be made to the Aliens Act.

15.7.2020 | The Ministry of the Interior is preparing an amendment to the Aliens Act with the aim of ending the application of the requirement for sufficient financial resources for minor sponsors, who have been granted a residence permit based on international protection. 22.3.2018 | Residence permits for researchers and students would be extended and job-seeking and entrepreneurship would be encouraged through a residence permit granted for this. The goal of this act implementing the EU Directive on students and researchers is that most students completing their degrees in EU countries stay and work in the Union.

15.11.2018 | The enforcement of decisions on removal from the country will be speeded up. Certain removal decisions related to public order and security can be enforced after 30 days from the service of the decision, unless the administrative court has prohibited its enforcement. The removal procedure is applied to removal from the country when the person concerned has or has had a residence permit in Finland or the residence of an EU citizen has been registered.

12.12.2017 | The Ministry of the Interior has circulated for comment the Government’s draft proposal concerning the European Union Directive on conditions of entry and residence of third-country nationals for the purposes of research, studies, training and voluntary service. Residence permits for researchers and students would be extended and job-seeking and entrepreneurship would be encouraged through a residence permit granted for this.

22.2.2020 | To facilitate the humanitarian situation of asylum seekers in the EU Member States of the Mediterranean region, government groups have agreed to assist vulnerable asylum seekers.

10.1.2019 | The Government will strengthen the powers of the Finnish Border Guard to quickly and effectively intervene in hybrid threats. Better preparedness for hybrid threats will improve the Border Guard's crisis resilience and capacity to manage large-scale incidents. The Government submitted the amendments to the Border Guard Act, the Aliens Act and certain related acts for approval on 10 January. The President of the Republic is to approve the amendments on 11 January.

10.8.2018 | Residence permits for researchers and students from outside the EU will be extended and job-seeking and entrepreneurship will be encouraged through a residence permit granted for these purposes. The Government submitted the relevant bills for approval on 9 August. The President of the Republic is to approve the bills on 10 August, and they are to enter into force on 1 September 2018.

5.12.2018 | The Government wants to amend the processing of subsequent applications for international protection. The Government submitted its proposal on the matter to Parliament on 5 December. The amendments are based on the EU Asylum Procedures Directive. Finland has not previously included all the provisions of the Directive in the Aliens Act.

3.4.2017 | The Ministerial Working Group on Immigration has adopted the Action Programme for the Prevention of Illegal Entry and Stay for 2017–2020. The current programme is more extensive and covers a longer period of time than the Action Plan for the Prevention and Management of Illegal Stay approved last December. This is the third in a series of programmes first established in 2012.

18.1.2018 | A new type of residence permit will be introduced for growth or startup entrepreneurs. The application process for an extended permit will also be simplified, and the validity period of a first residence permit for specialists will be extended. The Government submitted the new bill amending the Aliens Act for approval on Thursday 18 January. The President of the Republic is to approve the bill on Friday 30 January.
