EU external border countries face common security challenges

The interior ministers of Finland, Norway, Estonia, Lithuania, Latvia, Poland and Ukraine met in Lithuania's capital, Vilnius, on 27 October. The ministers discussed current security challenges facing their countries. The agenda included hybrid threats, border control, immigration, civil preparedness and resilience of critical infrastructure.

The government proposal for amending the Act on the Administration of the Border Guard and the Border Guard Act has been sent out for comments. This legislative project seeks to deploy the human resources of the Border Guard more flexibly and ensure operational capacity during various incidents under normal conditions.

Hybrid threats – a challenge to Europe

The purpose of hybrid influencing activities is to erode citizens’ trust in democracy and European values and to undermine the unity of the EU. Such activities may take the form of attempts to interfere in elections, manipulation of social media and cyber attacks aimed at paralysing public services – without forgetting the Salisbury poisoning incident. These rapidly evolving hybrid threats pose a long-term challenge, and Finland’s Presidency has made considerable efforts to prepare for and combat them.
