Ministry’s pay system

In the Ministry of the Interior’s pay system, a person’s salary depends on their job grade and personal performance.

The job grade is determined, among other things, by the responsibility involved and the professional skills required in the position. Employees with the same job grade always have the same job-specific pay.

The salary also includes an individual pay component, which is at maximum 50 per cent of the job-specific pay component. In the Ministry of the Interior, the average individual pay component is 28.50 per cent. For new employees, it is 18 per cent for the first four months, after which the person's performance is assessed and the pay component revised accordingly.

Pay system components: Total salary = job-specific pay component (based on the job description) + individual pay component (18-50% of the job-specific pay component).

Those in management positions are also eligible for a pay supplement, which is 5–10 per cent of the job-specific pay. The amount of the manager's supplement depends on the number of subordinates and the unit's duties. Appointments to management roles are made for a fixed term, generally for five years.
