National Security Concept

On 13 May 2026, the Government adopted the National Security Concept as a government resolution. 

The National Security Concept defines Finland’s key national security interests and focuses on countering the most serious threats. 

National security protects Finland’s key interests

  1. The security and prosperity of the nation
  2. The continuity of the State of Finland
  3. The sovereignty and territorial integrity of Finland
  4. Democracy and the rule of law
  5. The stability of society

The concept lays the foundations for improving national security in the long term. The rapidly evolving operating environment means that our response to threats against national security must be more wide-ranging and better coordinated than before.

Strengthening national security over the long term

  1. We will sustain and develop our defence capability
  2. We will strengthen national security together with our allies and partners
  3. We will strengthen the resilience and stability of our society
  4. We will manage our strategic dependencies
  5. We will counter hybrid threats
  6. We will prepare for and respond to challenges posed by technological advances
  7. We will improve the protection and resilience of our critical infrastructure

The upsurge in national security threats and the increasingly strained international environment spurred the Government to draw up the National Security Concept.  Finland’s security environment has changed fundamentally and in the long term following Russia’s illegal invasion of Ukraine. At the same time, the operating environment is affected by a variety of other factors, such as the great power competition and changes in the global economy. Technological advances are also reshaping national security threats.

The National Security Concept was drawn up as part of a project to develop an operating model for managing national security at the government level.
