Authorities and port logistics operators gathered to discuss port safety and security 

A round table discussion on port safety and security took place on 11 December 2025 at the invitation of Minister of Transport and Communications Lulu Ranne and Minister of the Interior Mari Rantanen. The meeting focussed on the security situation in Finnish ports and how they might be impacted by changes taking place in the operating environment.

These changes, including a greater number of cyber attacks, the cross-border nature of organised crime and Russia’s war of aggression against Ukraine, affect the security situation in Finland and therefore have repercussions on the operations of its ports. The purpose of the round-table discussions was to outline an overall picture of the security situation at Finnish ports. The talks also touched upon the measures to strengthen port safety and prevent security threats in future too. 

“Po rts are part of Finland’s critical infrastructure, and their proper functioning and safety must be ensured in all circumstances. Cooperation is key in these efforts. The relevant authorities and all the operators responsible for port logistics must further step up mutual collaboration. They should remain vigilant and anticipate any threats,” says  Minister of Transport and Communications Lulu Ranne. 

“The infiltration of organised crime into ports poses a serious and growing threat to ports and to the safety of the entire logistics chain. As criminal networks today operate more and more internationally, they are able to cooperate with each other across borders. This is a development that further adds to the threat,” says Minister of the Interior Mari Rantanen.

Disruption-free operation of ports is vital for Finland’s security, competitiveness and foreign trade, because some 95 per cent of the country’s foreign trade in goods passes through ports. Ports are also vital for critical domestic transports. Moreover, they play a key role in guaranteeing security of supply and ensuring military mobility. The round table event gathered a large number of public authorities and port logistics operators. 

Next steps   

National cooperation concerning ports also serves to advance joint advocacy efforts at the EU level and in other international contexts. The European Commission is expected to publish a European Port Strategy in early spring 2026.
