Government supplementary budget proposal invests in readiness and preparedness

The Government submitted its second supplementary budget proposal for 2025 to Parliament on Wednesday 28 May. The supplementary budget proposes funding for the development of civil defence and the emergency warning system as well as for the maritime capabilities of the Finnish Border Guard.

In the second supplementary budget proposal for the year, the Government proposes a total of EUR 141.5 million for the administrative branch of the Ministry of the Interior. The proposed sum includes a total of approximately EUR 85 million in changes of a technical nature.

In its spring spending limits discussion, the Government agreed on a set of measures to improve internal security. Some of the additional increases, totalling EUR 41 million, are proposed in the second supplementary budget proposal for 2025. The proposed entities include the development of civil defence (EUR 21 million), the maritime capabilities of the Finnish Border Guard (EUR 14 million) and the development of emergency warnings (EUR 6 million).

The total sum proposed by the Government for the allocations to rescue services and civil defence is thus EUR 41 million for the period 2026–2029. In the spring spending limits discussion, the Government allocated an additional appropriation of a total of EUR 14 million for the development of civil defence for 2028 and 2029. The additional EUR 21 million in the supplementary budget and the conversion of the item into a 3-year deferrable appropriation will allow the start of development measures to be moved forward to this year. Emergency warnings will be developed with an increase of EUR 6 million in accordance with the Government Programme.

“It is clear that the security situation requires investments in the authorities' capabilities and in civil defence. In line with the Government Programme, it is also important to develop emergency warnings,” says Minister of the Interior Mari Rantanen.

Investments in maritime capabilities and readiness to respond to oil and chemical spills

An increase of EUR 4 million and budget authority of EUR 11 million are proposed for securing the maritime capabilities of the Finnish Border Guard. The proposed package includes the costs of procuring heavy hovercraft (EUR 11 million), the costs of planning and collecting information for the procurement of maritime search and rescue helicopters (EUR 1.7 million), as well as costs of maintaining heavy-duty vessels and aircraft, and oil and chemical spill response equipment.

A total of EUR 5 million is proposed for the Finnish Border Guard and the rescue services of the wellbeing services counties to boost readiness to respond to oil and chemical spills. This is one response to the increased risk of accidents and incidents in the Baltic Sea.

A total of EUR 7.7 million is also proposed for the police and the Finnish Border Guard to cover the additional costs incurred so far by the authorities as a result of the measures taken due to the current security situation. 
  
Approximately EUR 1.2 million is proposed for the police for the implementation of the ongoing gambling reform.
