Licence fees for gambling services to be added to the decree on police fees
The Ministry of the Interior has supplemented the decree on fees charged for services provided by the police in 2026 with licence fees related to gambling services under the new Gambling Act. The new fees will be charged for an exclusive licence, a gambling licence and an authorisation for international cooperation for the holder of an exclusive licence or a gambling licence. The fees will also be charged for the alteration of an exclusive licence or a gambling licence. The decree will enter into force on 1 March 2026 and will remain in force until 31 December 2026.
Applications for an exclusive licence and a gambling licence that entitle the holder to run gambling games may be submitted to the National Police Board of Finland from the beginning of March 2026. An exclusive licence and a gambling licence will cost EUR 29,000. The alteration of these licences and an authorisation for international cooperation for the holder of an exclusive licence or a gambling licence will cost EUR 1,120. The National Police Board will issue further instructions to applicants on the licence procedure later on.
Licensed operators can start the running and marketing of gambling games when the new Gambling Act enters into force on 1 July 2027. The National Police Board will act as the licensing authority under the Gambling Act until 30 June 2027. After that the Finnish Supervisory Agency will take over as the licensing and supervisory authority.
