Ministry of the Interior preparing to impose restrictions on movement in Port of Ingå
The Ministry of the Interior has set up a project tasked with incorporating the Ingå port area into the Decree of the Ministry of the Interior on Restrictions on Movement, Access and Stay. The Decree includes sites and locations where access is restricted and movement or stay is prohibited under the Police Act.
The preparations will begin on the operator's proposal. It is typical that the proposal on restrictions on access to and movement and stay in certain areas are made by the operator of the area. The site in question is a port area where the Ingå floating LNG terminal is stationed, for example.
The Decree of the Ministry of the Interior contains information on sites and locations where access is restricted and movement or stay is prohibited under the Police Act. Such sites typically include areas in airports, ports, prisons, transformer substations, power plants and factories. The Decree of the Ministry of the Interior on Restrictions on Movement, Access and Stay entered into force in 2014 and has since been regularly updated. Currently, the Decree includes 230 sites and locations.
Restrictions aim to safeguard site activities
Access to certain locations or their surroundings and movement and stay in such sites may be restricted because the sites may be hazardous or because accessing might endanger the sites or locations. Accessing restricted areas and moving and staying in such areas is prohibited without the permission of the operator of the area.
The aim of such restrictions is to secure site operations or property in the location or to protect people both outside and within the site. Moving in restricted areas is often also a safety hazard and requires a thorough knowledge of the area. Each area must be signposted clearly.
Under the Police Act, a fine may be imposed for violating a prohibition or restriction, unless a more severe punishment for such actions is provided elsewhere in the law.
The term of the project will run until 30 November 2023.
