National plan will strengthen resilience of critical entities
The Ministry of the Interior is preparing a national plan that will form the basis for identifying critical entities and guide resilience development in all sectors.
The plan is related to the new Finnish Act on the Protection of Infrastructure Critical to Society and on the Improvement of Resilience (the CER Act) that entered into force on 1 July 2025.
Finnish legislation is based on the EU Critical Entities Resilience Directive (the CER Directive), which requires Member States to identify entities critical to society and strengthen their ability to withstand disruptions and crises. It also obliges each Member State to prepare a national strategy that sets out objectives and measures to enhance resilience.
The national plan will include strategic objectives and priorities, a governance framework, measures, and the processes for identifying and supporting critical entities. The Ministry of the Interior will appoint a working group to prepare the national plan. Ministry representatives in the group will coordinate the collaboration with their branch of government.
The project will run until 30 April 2026. The national plan will require the Government’s approval once the work is completed.
