The EU or member states themselves are responsible for readmission agreements

8.10.2025 | Minister of the Interior Mari Rantanen will visit Warsaw, Poland on 8 October, where she will meet Poland’s Minister of the Interior and Administration Marcin Kierwiński. The two ministers will discuss the border situation in both countries. 

28.10.2025 | The interior ministers of Finland, Norway, Estonia, Lithuania, Latvia, Poland, Germany, Sweden and Denmark will meet in Gdánsk, Poland, on 28 October. The ministers will discuss countering hybrid threats posed by Russia and Belarus, and evacuation practices in the countries in the Baltic Sea region. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen.

20.11.2025 | On 16 July, the European Commission presented a proposal for a new Multiannual Financial Framework for 2028–2034. The proposal would significantly increase EU funding for home affairs. The Government informed Parliament of the proposal by submitting a Union communication on 20 November.

2.9.2025 | Finland, together with Poland, Estonia, Lithuania and Latvia, has published a letter to the European Commission stressing the need to develop drone and anti-drone capabilities for border control in the countries on the EU’s external border and to secure the funding for this.

15.9.2025 | EU Commissioner for Internal Affairs and Migration Magnus Brunner visited Finland on Monday 15 September at the invitation of Finnish Minister of the Interior Mari Rantanen. During his visit, he learnt about the arrangements at the Vaalimaa border crossing point and the fence being built on the border.

19.6.2025 | The interior ministers of Finland, Norway, Estonia, Lithuania, Latvia, Poland and Sweden will meet in Estonia on 19 and 20 June. The topics on their agenda include border issues and the situation in the Baltic Sea. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen.

13.3.2025 | Minister of the Interior Mari Rantanen visited Ukraine on 11–12 March and met with Ukraine’s Minister of Internal Affairs Ihor Klymenko. During her visit, Minister Rantanen also learnt about the various activities of the Ukrainian Ministry of Internal Affairs’ branch of government, such as the situation centre and the operations of rescuers and the State Border Guard Service of Ukraine.

28.7.2023 | On 28 July, the Ministry of the Interior launched a new legislative project to introduce a border procedure in Finland. Due to time constraints, Parliament did not finish its consideration of the previous Government’s legislative proposal, which then lapsed. Now preparations are about to continue under the new Government Programme.

12.12.2024 | The EU home affairs ministers will gather in Brussels on 12 December for a meeting of the Justice and Home Affairs Council. The topics on the agenda include issues related to border security and responding to migration. Finland will be represented by Minister of the Interior Mari Rantanen.

15.3.2022 | The Ministry of the Interior has set up a project to examine and prepare legislative amendments to enable the introduction of the border procedure in Finland. The border procedure would allow the processing of potentially unfounded asylum applications immediately at the border or in its vicinity. This would prevent asylum applicants from travelling within Finland or from Finland to other EU countries.

17.2.2022 | On 14 December, the European Commission issued a proposal for a Regulation addressing situations of instrumentalisation in the field of migration and asylum. The Regulation would allow all EU Member States to derogate from certain provisions on the EU asylum procedure, reception of asylum seekers and return in situations of instrumentalisation. The Government expressed its position on the proposal in its communication submitted to Parliament on 17 February.

4.8.2023 | Summary: Russia’s invasion of Ukraine continues. As a result of the war, around four million Ukrainians have applied for temporary protection in the Member States of the European Union. Other migration to the EU is also growing. Both the number of asylum applications submitted in the EU and irregular migration to the EU are on the rise. At the moment, migration pressure is concentrated on the Central Mediterranean route from Tunisia and Libya to Italy.

27.1.2022 | On 1 December, the European Commission issued a proposal for provisional emergency measures for the benefit of Latvia, Lithuania and Poland. The proposal is part of a set of joint EU measures aimed at responding to Belarus’s actions. Belarus has made efforts at its borders to instrumentalise migration for political purposes. The Government expressed its position on the proposal in its communication submitted to Parliament on 27 January.

20.1.2022 | Representatives of the EU Member States, the European Commission and EU agencies will meet in Vilnius, Lithuania on 20–21 January for a conference on external border control organised by Austria, Greece, Lithuania and Poland. The conference serves as a forum where Member States can discuss ways to develop the EU’s external border control to be better equipped to respond to current and future challenges. State Secretary Akseli Koskela will represent Finland at the meeting.

12.4.2022 | The Border Guard’s preparedness and capacity to respond to incidents under normal conditions will be improved by reviewing the legislation on the powers of the Border Guard. The Ministry of the Interior has set up a project to assess the need to amend border guard legislation. In particular, the aim is to draw up the necessary legislative amendments to prepare for hybrid influence activities that exploit migration.

21.4.2022 | New provisions to be added to the Aliens Act would enable Finland to make use of the support from the European Union Agency for Asylum (EUAA) as smoothly as possible in the event of a mass influx of migrants. The Government submitted a proposal on the amendments to Parliament on 21 April.
