Autumn 2022 call for proposals for EU Home Affairs Funds launched

The Ministry of the Interior launched the autumn call for proposals for the EU Home Affairs Funds on 3 October 2022. A total of EUR 86.7 million in funding can be applied for from the Asylum, Migration and Integration Fund (AMIF), the Internal Security Fund (ISF) and the Instrument for Financial Support for Border Management and Visa Policy (BMVI). The call for proposals will end on 1 November 2022.

Funding is available for projects and activities of authorities responsible for migration, internal security and border management as well as for projects of other actors, such as municipalities, organisations, educational institutions and companies.

This is the second call for proposals in the 2021–2027 programming period, and all three funds are accepting proposals for a wide range of actions under their programmes.

About EUR 16.8 million available from the AMIF

A total of about EUR 16.8 million in funding is available from the AMIF. The call for proposals covers the fund’s specific objectives 1, 2 and 3, which concern developing the Common European Asylum System, developing legal migration to the Member States and the effective integration and social inclusion of third country nationals, and countering irregular migration and ensuring effectiveness of return and readmission in third countries.

Proposals are being accepted for a very wide range of actions under these specific objectives. The list of actions can be found in the call for proposals, and more detailed descriptions of the actions and the expected results are available in the fund’s work programme.

The call for proposals is being launched conditionally, as the fund’s work programme has not yet been adopted. Funding will be granted on the condition that the work programme is adopted, which is expected to take place in October 2022.

The AMIF aims to further boost national capacities for migration management, as well as contribute to the implementation, strengthening and development of the common policy on asylum and the common immigration policy in accordance with the Union aquis and in compliance with the Member States’ international obligations derived from various treaties.

About EUR 26 million available from the ISF

About EUR 26 million in funding is available from the ISF. The call for proposals covers the fund's specific objectives 1, 2 and 3, which concern increasing the exchange of information, intensifying cross-border cooperation and strengthening capabilities.

Proposals are being accepted for a very wide range of actions under these specific objectives. The list of actions can be found in the call for proposals, and more detailed descriptions of the actions are available in the fund’s work programme.

The aim of the ISF is to contribute to a high level of security in the EU, in particular by preventing and combating terrorism, radicalisation, serious and organised crime and cybercrime; by assisting and protecting victims of crime; and by preparing for, protecting against and effectively managing security-related incidents, risks and crises.

About EUR 43.9 million available from the BMVI

About EUR 43.9 million in funding is available from the BMVI. The call for proposals covers the BMVI's specific objectives 1 and 2, which concern supporting the European integrated border management and supporting the common visa policy.

Due to the nature of the BMVI, only government authorities may apply for funding, but initiatives may include other partners.

The BMVI’s mission is to ensure a strong and effective European integrated border management at the Union’s external borders, ensuring a high level of internal security within the Union while safeguarding the free movement of persons within it and complying fully with the relevant EU acquis and the international obligations of the EU and its Member States.

The European Commission has approved the funds’ programmes

The European Commission has approved the Finland's programmes for the EU Home Affairs Funds. The Commission approved the programmes for the ISF and BMVI in July 2022 and the programme for the AMIF in September 2022.

The Ministry of the Interior has prepared work programmes with the relevant partners for the implementation of the funds’ programmes. The work programme for the ISF and BMVI were approved in 2022. The work programme for the AMIF is due to be approved in October.
