16.7.2024 | On 16 July, the President of the Republic approved the bill for the Act on Temporary Measures to Combat Instrumentalised Migration. The aim of the act is to improve border security and ensure that Finland has effective means at its disposal to combat instrumentalised migration, which is being used to put pressure on Finland. The aim is also to prepare for more serious instances of instrumentalised migration.

29.12.2022 | A temporary amendment to the Aliens Act will ensure the validity of residence permits issued in Finland to beneficiaries of temporary protection for as long as the temporary protection is in effect in the EU. A person's first residence permit will be issued directly for the entire period of validity of the temporary protection. Moreover, those who have already received residence permits will not need to apply for an extension separately.

20.12.2022 | When a family member of a minor who has been granted international protection applies for family reunification, the family member may be granted a residence permit without the requirement for sufficient financial resources of sponsors who are minors. This will promote the protection of family life and the realisation of the best interests of the child. The President of the Republic approved the amendment to the Aliens Act on 20 December.

29.12.2022 | The status and the right to services of victims of human trafficking will improve as the help provided through the Assistance System will no longer depend on the progress of the criminal proceedings related to human trafficking. Primarily, assistance will be based on an assessment of the victim’s individual situation. The President of the Republic approved the related legislative amendments on 29 December and they will enter into force on 1 January.

20.12.2022 | Amendments to the Aliens Act will extend the use of a long-term visa known as a D visa. The amendments will contribute to promoting education-based and labour-based immigration and streamline entry procedures. The President of the Republic approved the amendments on 20 December.

8.7.2022 | In future, the reception of asylum applications can be centralised at separately designated border crossing points at Finland’s national border. Amendments to the Border Guard Act help prepare for hybrid influence activities that exploit e.g. migration. The President of the Republic approved the amendments on 8 July. The act will enter into force on 15 July 2022.

16.12.2021 | New acts will improve safety and security at football matches and other sports events. On Thursday 16 December, the President of the Republic approved the relevant bill on the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events and the bill to amend the Assembly Act. Provisions on the entry into force of the acts will be laid down by government decree in early 2022.

16.12.2021 | On 16 December 2021, the President of the Republic approved a bill for an act on managing the programmes under the Home Affairs Funds and on implementing a grant scheme. The act will enter into force on 22 December 2021.

15.7.2021 | In future, the rescue authorities may order, for example, owners of large shopping centres or hospitals to acquire and maintain equipment which ensures the operability of broadband services for public authority communications. The President of the Republic approved the legislative amendment on 15 July. The amendment will enter into force on 1 August 2021.

16.12.2021 | The reception act will be amended so that the Finnish Immigration Service will have central responsibility for preparedness planning concerning the organisation of reception services in the event of a mass influx of migrants. The President of the Republic approved the bill for the act on Thursday 16 December. The act will enter into force on 1 January 2022.

Enligt punkt 10.3 (Invandrings- och integrationspolitiken) i regeringsprogrammet ändras förutsättningarna för familjeåterförening. Europeiska unionens domstol har meddelat ett avgörande i C-279/20, mot vilket utlänningslagen strider. Europeiska kommissionen har inlett ett överträdelseförfarande mot Finland gällande skyddsgrundsdirektivet. Utlänningslagen ändras.

I regeringsprogrammet för statsminister Petteri Orpos regering har som ändringsbehov i utlänningslagen lyfts fram en revidering av bestämmelserna om kringgående av inresebestämmelserna och förtydligande av bestämmelserna om kontroll av identiteten. Dessutom förhindras att de som fått avslag på sin asylansökan byter fil till arbetskraftsinvandring.

Enligt punkt 10.3 i regeringsprogrammet (Invandrings- och integrationspolitiken) skärper regeringen villkoren för permanent vistelse, i praktiken villkoren för permanent uppehållstillstånd och EU-uppehållstillstånd för varaktigt bosatta. Målet är att uppmuntra till integration och förmedla en bild av en framtid i det finländska samhället.

Pääministeri Petteri Orpon hallituksen ohjelmassa ulkomaalaislain muutostarpeiksi on nostettu maahantulosäännösten kiertämistä koskevan sääntely uudistaminen ja henkilöllisyyden todentamista koskevien säännösten selkeyttäminen. Lisäksi kielteisen turvapaikkapäätöksen saaneiden kaistanvaihto työperäisen maahanmuuton puolelle estetään.
