Changes to fees charged by the police and the Finnish Security and Intelligence Service

The Ministry of the Interior has issued decrees on fees charged by the police and the Finnish Security and Intelligence Service. The decrees will enter into force on 1 January 2026 and be effective until 31 December 2026.

Prices of passports and identity cards to decrease

Depending on the application method, the prices of passports will decrease by EUR 7–9, and the prices of identity cards by EUR 6–8. In 2026, the price of a passport applied for in person will be EUR 48, and the price of a passport applied for electronically will be EUR 42. In 2026, the price of an identity card applied for in person will be EUR 59, and the price of an identity card applied for electronically will be EUR 53. If an identity card is applied for simultaneously with a passport, its price will be EUR 51 when applied for in person. The decrease in prices is due to the increase in the number of applicants for 2026. 

Changes to firearms permit fees 

Pursuant to the Act on Criteria for Charges Payable to the State, the fee charged for a service governed by public law must correspond to the costs of providing the service. However, according to the act, the fee can be set to an amount lower than the cost price or be completely waived for justified reasons.

A decision has been made to charge a fee lower than the cost price for some firearms permits. These fees will therefore not be raised despite the price increase pressure, but they will remain at the 2025 level. For example, the firearms permit and parallel permit fees will not increase. The fees charged to firearms collectors or related to shooting ranges will also not increase. 
They fall within the scope of a special exception allowed by the Act on Criteria for Charges Payable to the State, which is based on a security-related change in the operating environment and a leisure time activity that supports national defence.  With firearms collectors, the exception is based on the preservation and maintenance of cultural history. 

Increases are proposed to some firearms-related services provided by the local police and the National Police Board. These are services that could not be included in the aforementioned exception under the Act on Criteria for Charges Payable to the State. As a rule, the increases will amount to 16–17 per cent. For example, a commercial export licence will cost EUR 220, and a firearms business licence EUR 520, in future.

Security sector licences

The National Police Board is not proposing increases to the security sector fees charged by the local police. However, increases of 16–17 per cent are proposed to some of the security sector licence fees charged by the National Police Board. For example, a security sector business licence would cost EUR 520 in future.

Other permits and licences

In 2026, the fees charged by the local police and the National Police Board for permits for lotteries and money collection, public events, and other individual licences and notifications will increase considerably due to their deficits. The fee charged for a notification of a small-scale money collection will be EUR 120, a non-money lottery permit EUR 150, a money collection permit EUR 530, and the annual report of money collection EUR 205.

Additionally, a particularly demanding decision concerning a public event will be introduced. The fee charged for it will be EUR 900. 

Scope of personnel security clearance fees to expand

According to the decree effective as of 1 January 2026, the Finnish Security and Intelligence Service will also charge a fee for the security clearance of a person being recruited to police administration or a student admitted to the Police University College. This change will harmonise the procedure for security clearance applicants.
