Ministry of the Interior launches project to specify provisions on police powers
The Ministry of the Interior has launched a project to review the provisions concerning powers related to undercover activities conducted in an information network by the police, who are the general authorities responsible for crime prevention. The project will run from 22 August to 28 November 2025.
The need to harmonise legislation is linked to the Act on Crime Prevention by the Finnish Border Guard, which will enter into force on 1 September 2025. The amended act grants powers to the Finnish Border Guard to carry out undercover activities and make pseudo purchases exclusively in an information network. During the parliamentary proceedings on the act, questions were raised about the impact of expanding undercover activities in an information network on the application of the Police Act and the Coercive Measures Act.
The aim of this legislative project, which will specify the provisions on police powers, is to improve the state of crime prevention and ensure that the provisions on secret methods of gathering intelligence and secret coercive measures are amended consistently and that the regulation in this respect is as aligned as possible.
