Progress in language skills and registering with municipal services after leaving the reception system have helped Ukrainians settle in Finland. However, the relatively low employment rate remains a challenge.

16.7.2025 | Temporary protection for Ukrainians displaced by the war will be extended. The EU Foreign Affairs Council decided on 15 July 2025 to extend temporary protection until 4 March 2027.

10.7.2025 | The Ministry of the Interior has launched a survey to better understand the situation of Ukrainians living in Finland. The survey focuses on their employment opportunities, future prospects and return plans. This information will help both the authorities and Ukrainians to prepare for the next steps.

27.2.2025 | The process of granting temporary protection will become easier both for the beneficiaries and the authorities. At its session on 27 February, the Government proposed amendments to the Aliens Act and the entry-into-force provision of the Act on Temporarily Amending the Aliens Act. The President of the Republic is to approve the amendments on 28 February.

16.10.2024 | The Ministry of the Interior has sent out for comments a draft government proposal on temporary protection. As the crisis in Ukraine drags on, there is a need to reform the legislation on temporary protection. The project will prepare the necessary amendments to the Aliens Act concerning people who have fled the war in Ukraine but also other possible situations of temporary protection in the future. 

5.12.2024 | The Government proposes amendments to the legislation on temporary protection. The aim is to streamline the granting of temporary protection from the perspective of both the beneficiaries and the authorities. The amendments concern people who have fled the war in Ukraine but also other possible situations of temporary protection in the future. The Government submitted the proposal for the amendments to the Aliens Act to Parliament on 5 December.

3.9.2024 | The Ministry of the Interior has set up a legislative project to amend the legislation on temporary protection in order to extend temporary protection for Ukrainian nationals and their family members even after 4 March 2025. The project will prepare the necessary amendments to the Aliens Act.   

21.11.2024 | International protection will be made temporary in nature and the length of permits will be shortened to the minimum allowed by EU law. Committing offences and endangering national security will lead to the refusal or end of protection status. The Government submitted the amendments to the Aliens Act for approval on Thursday 21 November. The President of the Republic is to approve the amendments on Friday. The amendments will enter into force on 2 January 2025.

25.6.2024 | Temporary protection for Ukrainians displaced by war will be extended until 4 March 2026, according to a decision taken by the EU General Affairs Council on 25 June 2024. Granting temporary protection makes it possible to provide protection to a limited group of people through a swift process that is lighter than the asylum procedure.

28.9.2023 | At their meeting on 28 September, EU home affairs ministers decided to continue the temporary protection for people fleeing Ukraine in the EU. Based on an earlier decision, the EU Member States were obliged to provide temporary protection to refugees from Ukraine until 4 March 2024. In accordance with the new decision, protection will continue until 2025.

18.4.2024 | The Government intends to make international protection temporary in nature. The length of international protection permits will be shortened to the minimum allowed by EU law. In addition, any particularly serious offence committed in Finland or endangerment of national security would prevent a person from being granted international protection. The Government submitted its legislative proposal to Parliament on 18 April.

29.4.2026 | The Ministry of the Interior has set up a project to prepare the necessary amendments to the provision of the Aliens Act on sufficient financial resources for family reunification. In future, a government decree would lay down provisions on the euro amounts required to demonstrate sufficient financial resources. This requirement would apply to family members of people who live in Finland with a residence permit.

20.2.2024 | The Ministry of the Interior has sent out for comments a proposal for a legislative amendment that would shorten the length of international protection permits to the minimum allowed by the Qualification Directive. The deadline for submitting comments is 12 March 2024.

13.6.2024 | EU home affairs ministers will gather in Luxembourg on 13 June for a meeting of the Justice and Home Affairs Council. The topics on the agenda include the continuation of temporary protection for Ukrainians fleeing Russia's war of aggression, the implementation of the asylum and migration reform, and the EU’s common crisis preparedness. Minister of the Interior Mari Rantanen will represent Finland at the meeting.

10.10.2025 | Sisäministeriön tilaamassa selvityksessä tarkasteltiin tilapäistä suojelua saavien ukrainalaisten työllistymistä, tulevaisuuden suunnitelmia ja aikeita palata Ukrainaan tilapäisen suojelun päättyessä. Erityisesti kielitaidon kehittyminen ja siirtyminen vastaanottojärjestelmästä kuntien palveluiden piiriin ovat tukeneet ukrainalaisten sopeutumista Suomeen. Haasteena on kuitenkin yhä melko matala työllisyysaste. Verkkokyselyyn vastasi 2 085 ukrainalaista heinä–elokuussa 2025.

23.10.2023 | The Ministry has set up three projects aimed at tightening the rules on international protection in line with the Government Programme. The planned changes will make international protection temporary in nature and introduce the option to withdraw protection if the applicant commits a serious offence. Finland will also introduce a new border procedure and make the asylum process more efficient.

7.9.2023 | At its meeting on 7 September, the Government decided that Finland would no longer grant temporary protection and new residence permits to those third-country nationals who have fled Ukraine and who were not granted international protection or a permanent residence permit by Ukraine. This decision will not affect the protection already granted or the validity of the residence permits already issued.

27.9.2023 | EU home affairs ministers will gather in Brussels on 28 September for a meeting of the Justice and Home Affairs Council. Items on the agenda include the situation in Ukraine and migration issues. Finland will be represented by Minister of the Interior Mari Rantanen. The Spanish Presidency is seeking political agreement between the EU Member States on extending temporary protection for Ukrainians.

3.11.2022 | A temporary amendment to the Aliens Act would ensure the validity of residence permits issued in Finland to recipients of temporary protection for as longs as the temporary protection is in effect in the EU. With the amendment, first residence permits would be issued directly for the entire period of validity of the temporary protection. Moreover, those who have already received residence permits would not need to apply for an extension separately.
