Preparedness is the key for the rescue services

13.11.2025 | On 16 July, the European Commission put forward a proposal for a reform of the EU Civil Protection Mechanism. The reform is one of the key measures to implement the EU Preparedness Union Strategy. The Government informed Parliament of the proposal by submitting a Union communication on 13 November.

14.10.2025 | The EU home affairs ministers will gather in Luxembourg on 14 October. The topics on their agenda include the development of the European Border and Coast Guard Agency Frontex and the reform of the EU Civil Protection Mechanism. Finland will be represented at the meeting by Minister of the Interior Mari Rantanen. 

16.4.2026 | Ministers responsible for internal security and preparedness (or their deputies) from Belgium, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Luxembourg, the Netherlands, Poland and Sweden will meet in Helsinki on 16 April to discuss how the EU can prepare for security threats and various crises. Sauli Niinistö, former President of Finland, and Hadja Lahbib, the EU Commissioner for Preparedness and Crisis Management, will deliver the opening addresses.

6.3.2026 | Finland, Sweden, Norway, Denmark, Iceland, Estonia, Latvia, Lithuania, Poland and Germany have agreed to deepen their cooperation on protecting the civilian population and have signed a Memorandum of Understanding between the ministries responsible for civil preparedness. The ministers discussed the Memorandum at a videoconference in February, with Minister of the Interior Mari Rantanen representing Finland.

9.12.2025 | The Government proposes improvements to the Finnish Border Guard's preparedness and its ability to respond to the requirements of the changed security and operating environment. The Ministry of the Interior has sent out for comments a government proposal for an act amending the Border Guard Act and certain related acts.

3.10.2025 | The EU Commissioner for Equality and for Preparedness and Crisis Management Hadja Lahbib will visit Helsinki on Friday 3 October. She will meet Minister of the Interior Mari Rantanen and Minister of Social Security Sanni Grahn-Laasonen. The visit to Finland is on the invitation of Minister of the Interior Rantanen. On Thursday Commissioner Lahbib was in Oulu to observe the international Rescue Borealis field training exercise.

13.11.2025 | Nordic ministers responsible for civil preparedness or their deputies will meet in Helsinki on 13 November. This so-called Haga ministerial meeting will be chaired by Finnish Minister of the Interior Mari Rantanen. The ministers will discuss topical issues related to crisis preparedness in the Nordic countries.

17.9.2025 | Finland and Norway held a preparedness exercise on 15–16 September to prepare for serious accidents, crises and emergencies. The exercise entailed Finland sending medicinal products and medical supplies to Norway in a fictitious crisis scenario. The exercise was related to the EU’s shared emergency stockpiles, known as rescEU stockpiles, some of which are located in Finland.

2.10.2025 | The tense security situation underscores the importance of preparedness, both in the Baltic Sea region and in the Euro-Arctic area. Meeting new threats requires joint exercises and well-functioning processes, as underlined at the Rescue Borealis 2025 international field exercise held in Oulu.

27.3.2025 | The European Commission published the Preparedness Union Strategy on Wednesday 26 March, outlining actions to strengthen the security of the European Union over the next five years. The strategy aims to build a more resilient and secure Europe where citizens are protected. We must be able to prepare for all kinds emerging threats, ranging from extreme weather events to hybrid threats. We cannot ignore the most serious scenarios either, and Europe must also prepare for the possibility of war.

11.12.2024 | The Ministry of the Interior has set up a project to enhance the Finnish Border Guard’s powers related to preparedness to meet the demands of the changed security and operating environment. The project will assess and prepare the necessary amendments to legislation for normal conditions.

6.9.2024 | The civil preparedness ministers of the Nordic countries, Baltic States, Poland and Ukraine met in Vilnius on 6 September to discuss the current situation and common challenges. Items on the agenda included warning the population, civil defence shelters and mass evacuations across borders. Finland was represented at the meeting by State Secretary Antti Salminen.

16.9.2024 | At a meeting between the Finnish and Swedish governments in Stockholm on 16 September, the countries agreed to further intensify their cooperation in civil preparedness and emergency planning. Minister of Transport, Communications and the Interior Lulu Ranne and Minister for Civil Defence Carl-Oskar Bohlin signed a letter of intent concerning the joint planning of the protection of the civilian population.

18.2.2025 | Aimed at the entire population of Finland, the Preparing for Crises and Incidents Guide was published on the Suomi.fi Web Service in November. The preparedness instructions have reached a large number of people over the first three months.

4.5.2026 | The Ministry of the Interior has launched a project to develop guidance for the public on how to prepare for emergency conditions. The guidance will complement existing preparedness advice in the Preparing for Incidents and Crises guide published on Suomi.fi.

17.4.2026 | A total of 5,000 patients have been evacuated from Ukraine to EU Member States under the EU Civil Protection Mechanism. The 5,000th patient was evacuated to Finland. Finnish Minister of Social Security Sanni Grahn-Laasonen and EU Commissioner for Equality, Preparedness and Crisis Management Hadja Lahbib met on 16 April to discuss issues such as the evacuation of patients.

1.3.2024 | Czechia has requested assistance in preparing for wildfires through the EU Civil Protection Mechanism. Finland responds to the request by sending a risk management expert to join the EU’s international team in the country.
