Hankkeessa valmistellaan hallituksen esitys tiettyjen EU:n määritelmädirektiivin (2011/95/EU) mahdollistamien ulkomaalaislain muutosten toteuttamiseksi sekä direktiivin kansallisen täytäntöönpanon täydentämiseksi.

Hankkeessa valmistellaan hallitusohjelman asumisaikaedellytystä koskevat muutokset kansalaisuuslakiin (359/2003).

Hankkeessa valmistellaan tarvittavat säädösmuutokset EU:n turvapaikkamenettelydirektiivin (2013/32/EU) mukaisen rajamenettelyn käyttöön ottamiseksi Suomessa sekä nopeutetun turvapaikkamenettelyn perusteiden laajentamiseksi.

Hankkeessa valmistellaan hallituksen esitys säilöönottoa ja maahantulokieltoa koskevien ulkomaalaislain säännösten muuttamiseksi hallitusohjelman kirjausten pohjalta.

Hankkeen tavoitteena on selvittää ja valmistella lakimuutokset, joiden avulla voidaan tehokkaasti torjua maahantulon välineellistämisen muodossa Suomeen kohdistettavaa painostamista ja vahvistaa rajaturvallisuutta.
