18.6.2025 | The validity of the Act on Temporary Measures to Combat Instrumentalised Migration (‘Border Security Act’) will be extended until 31 December 2026. The purpose of the act is to prevent efforts to put pressure on Finland through the instrumentalisation of migrants. The Government submitted the relevant amendments for approval on 18 June. The President of the Republic is scheduled to approve the amendments on 27 June, and they will enter into force on 1 July.

21.5.2024 | The Government submitted a proposal to Parliament for an act on temporary measures to combat instrumentalised migration on 21 May. The aim of the act is to improve border security and ensure that Finland has effective means at its disposal to combat instrumentalised migration that is being used to pressure Finland. The aim is also to prepare for more serious instances of instrumentalised migration.

20.6.2022 | Restrictions on entry at Finland’s external borders imposed due to the COVID-19 pandemic will end. As of 1 July, third-country travellers arriving in Finland will no longer be required to hold vaccination or COVID-19 test certificates, and COVID-19 tests will not be carried out at border crossing points. Health authorities have judged that no health grounds remain for restrictions at external borders.

15.3.2024 | On 15 March, the Ministry of the Interior sent out for comments a draft act on temporary measures to combat instrumentalised migration. The deadline for submitting comments is 25 March. The proposed act is scheduled to enter into force as soon as possible. The act would be temporary and would be valid for one year after its entry into force.

2.6.2022 | The COVID-19 pandemic continues to spread. To safeguard the capacity of the healthcare system, restrictions on external border traffic will continue until 30 June. The Government decided to extend the existing restrictions at its session on 2 June.

12.12.2023 | Finland will continue restrictions at the eastern border. The border crossing points will remain closed, with the exception of the border crossing points of Vaalimaa and Niirala, which will be opened for traffic on Thursday 14 December. The Government will close the entire eastern border again if instrumentalised migration at the eastern border continues.

7.4.2022 | The COVID-19 pandemic continues to spread. To safeguard the capacity of the healthcare system, restrictions on external border traffic will continue until 8 May. The Government decided to extend the restrictions at its session on 7 April and they will enter into force on 11 April. 

14.11.2023 | The Government parties agreed that the Ministry of the Interior will present a proposal to a government session on adopting restrictions in accordance with section 16 of the Border Guard Act.

10.2.2022 | The COVID-19 pandemic continues to spread. To safeguard the capacity of the healthcare system, restrictions on external border traffic will continue until 13.3. Some exemptions will however be made. The Government decided on these changes at its session on 10.2. and they will enter into force on 15.2.

In contrast, restrictions on external border traffic will continue until 14 February. The Government adopted a decision on the restrictions on external border traffic on 27 January and the decision will enter into force on 1 February.
